The Economy Ministry is finalizing steps to transfer Valencia Community ITV management on February 24 in some locations and March 3 in others, tied to the expiry of concession contracts. A major challenge concerns the mobile stations, which the concessionaires had deployed to support operations during the pandemic and have run continuously since. Since these facilities belong to the concessionaires, they will not pass into the Valencian ITV Society, the institution responsible for public administration.

According to Josep Albert Quilis, director of the ITV entity, the failure to reach an agreement with the Alicante and Benidorm concessionaires who oversee these units led Consell to start procedures for the mobile units to operate under the direct system. Calpe will lose service on March 3, and El Campello and Santa Pola from March 24. In the latter two towns, Quilis noted that existing units will need to be dismantled before new installations can be set up. A different site for Calpe may be possible, but land permissions and related procedures must be completed. For this reason, a specific service resumption date remains undetermined. The aim is to restore service as soon as feasible, but deadlines cannot be set at this time, he emphasized.

Redován and Orihuela: negotiations continue with neighboring towns

The Ministry of Economy is also engaging with concessionaires in Redován and Orihuela, where the companies previously operated with permissions obtained from the Ministry of Industry at the time. Officials have stated that restoring operations should not be impeded by a rollback, though the discussions remain delicate because a lease agreement is being explored to retain mobile units in Elda, Novelda, and Pilar de la Horadada. Quilis explained that the current priority is to convert these discussions into a binding contract that ensures continuity of service for residents.

In the meantime, the Valencia Community Association of Privileged Organizations for Technical Vehicle Inspection (Aecova-ITV) issued a statement after Minister Climent held concessionaires accountable for potential issues arising from non-cooperation. The letter stresses that any delays or missteps in public procedures create organizational problems for franchisees, uncertainty in the workforce, and hinder the direct management of the service.

Stations facing disruption include several in Valencia province. Workers at Campanar, Massalfassar and San Antonio de Benagéber have started strikes, while contracts to convert 23 part-time positions to full-time remain blocked by the concessionaires. Additionally, seven stations including Catarroja, Vara de Quart, Lliria, Riba-roja, Benidorm, Castellón and Villarreal have stopped offering advance reservations, prompting the Ministry to enable online bookings and phone assistance in the coming days.
