ITV Transit in Valencia: Service Changes and Consolidation Efforts in 2025

Economy Minister Rafa Climent has warned that the public administration of Technical Vehicle Inspection (ITV) facilities will face early hurdles. In several towns, the transition involves practical gaps—such as a missing button in a station. In El Campello, Santa Pola and Calpe, the shift will begin temporarily without service because an agreement could not be reached with the concessionaire for the use of mobile units operating in these municipalities. The regional government is pressing to bring its own facilities online as soon as possible, though exact dates remain undetermined. Simultaneously, negotiations continue with urgency to finalize a contract that would authorize Redován and Orihuela ITV sites, which are already connected to mobile units in Elda, Novelda and Pilar de la Horadada, to operate under new terms. The Ministry of Economy is completing the procedures to take over the Valencian Community’s ITV on February 24 in some locations and March 3 in others, coinciding with the expiring concession contracts. A major challenge centers on the mobile stations, originally deployed by concessionaires to support service delivery during the most difficult stretches of the pandemic and that have run continuously since. Given that these are company-owned assets, they will not automatically pass to the ITV Society, the public institution responsible for administering the service. Josep Albert Quilis, director of that organization, explains that the inability to secure an agreement with the concessionaire connected to Alicante and Benidorm led Consell to initiate procedures for the units to activate their own mobile capabilities. The consequence is that Calp will be unable to offer service from March 3, and El Campello and Santa Pola will face disruption on February 24. In the latter two cases, Quilis notes that existing units must be dismantled before new ones can be assembled. A different location for Calp is possible, but land-related requirements and procedures will still apply. For this reason, the company cannot specify a date for resuming service in these towns. The intention remains to restore operations as soon as possible, but firm deadlines cannot be set at this time. (Source attribution: Valencia Generalitat)

Redovan and Orihuela

The Ministry of Economy, meanwhile, is in discussions with concessionaires in Redován and Orihuela, where companies had previously obtained permission through the Ministry of Industry and where challenges have been more pronounced. There is no need to revert to prior setbacks. The aim is to reach a lease agreement for facilities that would also permit mobile units in Elda, Novelda and Pilar de la Horadada to stay operational. Quilis emphasizes that the key now is to convert ongoing talks into a formal contract. (Source attribution: Valencia Generalitat)

Consell and the ITV network in Vega Baja are pursuing a path to preserve service through a lease arrangement that would keep essential operations running while the broader transition unfolds. (Source attribution: Valencia Generalitat)

The Valencia Community Association of Privileged Organizations for Technical Vehicle Inspection (Aecova-ITV) issued a statement after Minister Climent held concessionaires accountable for potential service disruptions caused by non-cooperation. The association argued in the letter that any delays were not due to the public operator’s neglect but to administrative missteps that complicate franchise management, create workforce uncertainty, and hinder direct service delivery. Stations on strikes and during transitions

The near-term outlook is not encouraging for a few ITV sites. In Valencia, three stations—Campanar, Massalfassar and San Antonio de Benagéber—are affected by worker actions, with the concessionaires resisting the transition to full-time staff contracts for 23 previously part-time roles. In addition, at least seven stations—Catarroja, Vara de Quart, Lliria, Riba-roja, Benidorm, Castellón and Villarreal—no longer accept advance appointments, prompting the Ministry to accelerate online service activation and, where needed, phone-based booking. Inventory work will close Alcoy, Benidorm, Orihuela, Redován, Torrevieja and Villena stations in the province on February 25, while Alicante and Elche stations will shut on March 4. These developments reflect a broader effort to maintain coverage as the ITV network undergoes modernization and consolidation, with authorities prioritizing continuity for drivers while ensuring proper administrative and infrastructure transitions. (Source attribution: Valencia Generalitat)
