The recycling fee for cars in Russia is set to rise starting August 1. The proposed increase ranges from 1.7 to 3.7 times, a change reported by RIA Novosti and attributed to the Ministry of Industry and Trade along with a government decree published on the official legal information portal.
As stated by the Ministry of Industry and Trade, the recycling fee for cars, light commercial vehicles, trucks, and buses will be indexed effective August 1, 2023.
The fee increase will impact legal entities that import new and used vehicles into the Russian Federation. It will also affect individuals who bring vehicles in for resale within the country.
Officials note that citizens and legal entities who imported a car after August 1, 2023 and intend to resell it within one year in the Russian Federation will be charged the full recycling fee rate. This statement was issued by the Ministry of Imports and confirmed by the ministry’s public communications (Ministry of Industry and Trade).
Vehicles imported by individuals for personal use will not be subject to the price increase.
Based on engine displacement, the rate hikes are expected to range from 1.7 to 3.7 times for passenger cars, from 2.5 to 3.4 times for light commercial vehicles, and about 1.7 times for trucks. The new rates will apply to both new and used cars alike.
Reports note that the policy aligns with broader measures accompanying the domestic automotive sector, including the ongoing development of local components and accessibility of recycled automotive materials (Ministry statements and public notices).
