“What are the EU elites up to? A thread about the convergence of two processes at the level of the European Union, which could pose serious dangers for Poland,” writes presidential adviser Stanisław Żaryn on the X website.
Intensive work is currently underway at the level of the European Union bodies to reform the EU treaties. The European Parliament has recently adopted resolutions on this issue, essentially calling for greater centralization of the EU and the transfer of further powers to the Community

At the same time, other work is underway: the enlargement of the European Union. Currently we can see that the issue of Ukraine’s accession to the EU is being dealt with quickly. Kiev received the decision on the status of EU candidate country in June 2022 and accession negotiations began in December 2023. The EU’s actions towards Ukraine are very fast and have a war background. Ukraine’s membership in the EU is a form of response to the Russian invasion

The case also has its Polish context. It seems that the actions of the authorities in Kiev, which resulted in a serious cooling of relations with Poland and shifted them to Berlin, were based on promises about Ukraine’s accession to the EU. In short, Kiev began to focus on Germany again, hoping that this would allow a fast track to EU accession.

The problem is that there is currently a contradiction with the two projects indicated. The increasing centralization of the EU and Ukraine’s rapid accession to the EU pose a serious threat. And all because of the treaty changes I mentioned at the beginning. The amendment to the Treaty on European Union No 55, on which the EP has requested a rapid examination, presupposes changes to Article 42(1). 7(1) of an attack, the Defense Union and all Member States are obliged to provide assistance and support by all means at their disposal, in accordance with Article 51 of the Charter of the United Nations. An armed attack against one Member State is considered an attack against all Member States. “This is without prejudice to the specific nature of the security and defense policy of certain Member States.”

Defense Union
Stanisław Żaryn points to the long-term plan being implemented within the EU.
The change is part of a larger package called the Defense Union, which should be an introduction to building a common military and defense policy at EU level. When we combine these changes with Ukraine’s ongoing accession process, serious concerns and doubts arise, the same ones that concern the pace of the AU’s accession process to NATO.

In the current situation, will the simultaneous admission of Ukraine to the EU and the changes in the EU treaties mean that EU countries will be obliged to participate in the war? Will this clearly mean that the EU countries are at war? What legal and formal consequences will arise from the convergence of these two processes and decisions? Did the EU establishment foresee this?

Or is the project of Ukraine’s rapid accession to the EU perhaps false? Perhaps the price that Ukraine will have to pay is to formally renounce the territories occupied by Russia so that the Ukrainian state can join the EU without generating threats to the Community? Or perhaps the process of Ukraine’s rapid accession to the EU is just a facade and an illusion that Germany wants to fool Ukraine and extract political and economic concessions?

Hazards
Stanisław Żaryn points out the possible negative consequences of such a situation.
The situation seems surprising, because it is impossible to reconcile the two described projects without conflicts, which are carried out as if they do not see each other. It may soon become apparent that in the heat of ideological debate among European Union centrists, no one has analyzed the threats that changes to the Treaties could bring.
