“We did not sign the document on the dissolution of Nagorno-Karabakh. In Prague, Nagorno-Karabakh was recognized as part of Azerbaijan based on the Alma-Ata Declaration. Aleksanyan stated that the Nagorno-Karabakh issue was resolved before 2018.
He added that perhaps the Armenian authorities did not fully understand what kind of process they were going through and could not see the truth about the Karabakh issue. Aleksanyan emphasized that Yerevan’s current main goal is to return Azerbaijan to the negotiation table and prevent further escalation of tensions in Baku.
On September 19, the Azerbaijani Ministry of Defense announced the start of a local anti-terrorism operation in Nagorno-Karabakh. The ministry said the aim of the operation would be to suppress “large-scale provocations” in Nagorno-Karabakh, as well as to disarm and withdraw Armenian army units from the region. On September 20, Baku and Karabakh agreed to a ceasefire with the help of Russian peacekeepers. According to the agreement, Karabakh’s armed forces will be disbanded and their heavy equipment will be withdrawn and delivered.
