“A government with a PSL Prime Minister would be a great opportunity for PSL itself. For Mr Kosiniak-Kamysz, perhaps this would be a unique opportunity to become Prime Minister of the Polish government and – perhaps – not for one term,” MEP Zdzisław Krasnodębski said on Radio Wnet, when asked about Prime Minister’s words Mateusz Morawiecki, who said in one of the interviews that he imagines the head of PSL as Prime Minister. Morawiecki also added that he could be a minister in Kosiniak-Kamysz’s government.
Kosiniak-Kamysz Prime Minister?
The talks with the opposition are difficult and the idea of changing office positions arises. For the time being, only the chairman of the Sejm, but if this continues, the prime minister or ministers may rotate. If we look closely, there are no major program similarities
– pointed out Prof. Krasnodębski.
As for PiS, there is a tendency among the opposition to marginalize not only this party, but also its supporters, I prefer 35%. voters who, after eight years of government and many difficulties, voted for Law and Justice. This is a great success
– emphasized the MEP.
He said the “negotiations will be difficult, but they must be undertaken.” He added that he thought “the president will entrust the mission of forming the government to Mateusz Morawiecki.”
I think the Prime Minister’s words from this interview have been placed in a broader context. This just shows, and has always been the case, that Law and Justice are open to conversation. Critics say we have no coalition capacity. But we don’t have that, not because we didn’t want to talk to the opposition since 2015, but because the opposition, these different formations, didn’t want to talk to us or cooperate with us. Sociological research shows that PiS supporters are willing to enter into discussions with people with different views. On the other hand there was the building of walls. It is in this context that I would like to read Prime Minister Morawiecki’s words
– said the MEP, adding that there are talks with PSL, with Third Way, because we are talking to politicians who have similar views.
A government with a PSL Prime Minister would be a great opportunity for PSL itself. For Mr Kosiniak-Kamysz, this might be a unique opportunity to become Prime Minister of the Polish government, and perhaps not for one term.
– pointed out Prof. Zdzisław Krasnodębski.

Reform of the European Union
The conversation also touched on events in the European Parliament and the work on amending EU treaties. Let us not forget that the European Parliament’s Committee on Constitutional Affairs (AFEC) voted to adopt reports recommending changes to the EU treaties. The main proposed changes include the abolition of the principle of unanimity in voting in the EU Council in 65 areas and the transfer of powers from Member State level to EU level. by creating two new exclusive EU competences – in the areas of environmental protection and biodiversity (Article 3 TFEU) and a significant extension of shared competences (Article 4), which would cover eight new areas: foreign and security policy, border protection, forestry , public health, civil protection, industry and education.
In November, the European Parliament is likely to vote on the proposal to reform the treaty drawn up by the European Parliament’s Committee on Constitutional Affairs, which will open negotiations at political level. This is the second act, because the first step was a conference on the future of Europe, which was intended to prepare the social basis to which the authors of the resolution refer. This creates the entire negotiation process. This project is very radical. This is not a reform of the EU, it will be a completely different Union, based on completely different principles. I imagine that this project will be weakened as a result of the negotiations, but the battle is mainly about power in the EU. It is the same as before we joined the EU in 2004. The idea was that we would join on slightly different terms. Work on the European Constitution began and the Treaty of Nice was eventually replaced by the Treaty of Lisbon. Now it is essentially the same: that the largest European countries retain their power, because expansion under current conditions means that the states are equal. The more states there are, the less important the vote is – the strongest must share their power. So even if the most radical positions in this resolution are watered down, it is still about maintaining or expanding the power of the largest states. The key principle of unanimity, the question of the organization of the European Commission, the question of the distribution of seats in the EP – if unanimity were abolished and the European Commission were rebuilt, our sovereignty would be very limited. I follow European politics closely and I must say that we have little room for maneuver there, but it would be even more limited. If a radical version of the changes, supported by the EP majority, were to come into effect, the EU would become a state, and Poland would not be a sovereign state.
– emphasized the MEP.
When asked which countries Poland could count on to form a coalition of countries opposed to changes, Prof. Krasnodębski pointed out that “when specific negotiations take place, differences of interests arise.”
It looks a bit like the coalition agreement of opposition parties in Poland. Apparently they were all against PiS, but when it comes to the division of positions and a specific program, it is clear that it is very difficult to maintain a coalition. I don’t know exactly how things work at government level. Germany is very interested in abolishing unanimity in tax matters and foreign policy and has already established a fairly broad coalition of about fifteen countries – friends of the qualified majority principle. But I heard concerns from MPs who actually support these changes. A colleague from Portugal, a professor of European law, points out that if it were adopted by the European Parliament in the proposed form, his country would have no say in it. A colleague from Finland pointed out that the Finns could never agree to the issue of environmental protection, especially forests, being transferred to EU management.
– said Prof. Krasnodębski.
The professor admitted that he was not very optimistic about the resistance of European countries, because many smaller countries are economically dependent on the EU.
The Brussels elites employ a strategy of economic pressure, and for smaller countries suddenly facing problems with EU funds is a vision paralyzing with fear. Italy’s position will be important. (…) As Poland we have the problem that we are an ambitious country – at least it has been so until now: when it comes to European policies, we are not a small country, we have great potential, our strength has increased, we played in the EU the role that Britain played before Brexit, that is, we have curbed certain radical and centralizing tendencies. I believe that if this reform were carried out in a radical form, it would not strengthen the EU, but would only start the process of its disintegration.
– said MEP, Prof. Zdzisław Krasnodębski.
