There is money in the state budget to finance all the election promises of Law and Justice, Prime Minister Mateusz Morawiecki said at the conference. He added that annual budget revenues have increased by more than 100% since 2015.
Funds to finance PiS promises
Anyone who says otherwise is misleading our dear compatriots
– emphasized the head of government at a conference dedicated to the state of public finances.
As he noted, annual budget revenues have increased by more than 100% since 2015, from PLN 290 billion in 2015 to almost PLN 595 billion in 2023, and can cover, among other things: annual expenditure of PLN 100 billion on social policies.
According to the Prime Minister, the budget is in much better shape than one might imagine due to the pandemic, the energy crisis and the war in Ukraine. According to him, the strategy of “some opposition factions” is to “lie to Poles that the state of public finances is bad.”
We can already see the strategy of some of the opposition to mock election promises and find an excuse not to keep them if they decide to form a government.
– said Mateusz Morawiecki.

Corporate tax revenues increased by 188%.
According to the Prime Minister, corporate profit tax (CIT) revenues increased by PLN 62 billion (or 188%) between 2015 and 2023. up to PLN 94.8 billion. He recalled that during the government of the Civic Platform and the Polish People’s Party, revenues from this tax fell from PLN 34.6 billion in 2008 to PLN 32.9 billion in 2015.
It is worth noting that all this happened with a huge 19% corporate tax cut for small and medium-sized enterprises. at 9 percent and many other tax benefits
– emphasized the head of government.
As Prime Minister Morawiecki noted, since 2015, budget revenues have increased by PLN 305 billion, or 105%, to PLN 594.6 billion in 2023 – from PLN 289.1 billion in 2015 and PLN 253.5 billion in 2008.
He emphasized that the increase in tax revenues finances social programs introduced by the Law and Justice government.
The head of government also recalled that when PiS came to power in 2015, the VAT gap was 25% according to the European Commission.
Every fourth zloty during the reign of our predecessors ended up in the pockets of the VAT mafia
– emphasized the Prime Minister.
As Morawiecki said, the VAT gap was limited to 3.3% in 2021 during the PiS government.
Prime Minister: We are willing to work together
At a conference at the Prime Minister’s Chancellery, the head of government was asked whether and with whom he had discussed creating a parliamentary majority. The Prime Minister responded that personnel issues were not of primary importance.
The most important thing is to create a government that will implement the Polish cause of state, which will continue social policies while ensuring the security of Poland, and the decision to entrust the mission of forming a government lies with the President .
– he answered.
In the Sejm elections, PiS won 194 seats, KO – 157; Third way – 65; New Left – 26; Confederacy – 18.
The Prime Minister also thanked voters for more than 7.6 million votes for PiS.
We are the first party in the history of the Third Polish Republic to win the elections for the third time in a row, and this also shows great confidence
– he said.
At the same time, to be complete, this victory must end with some kind of coalition – this or that coalition, because many coalitions are possible. We are ready to work with anyone who cares about the well-being of Poland
– emphasized Mateusz Morawiecki.
Since Tuesday, President Andrzej Duda has been holding consultations at the presidential palace with representatives of all electoral committees elected to the Sejm. So far, discussions have been held with the leaders of PiS, Civic Coalition and Third Way.
The constitution provides for three possible steps in selecting the government after the elections. In the first, the President plays a major role, who, among other things, appoints the Prime Minister, taking into account that the government he proposes must receive the support of an absolute majority in the Sejm in order to receive a vote of confidence. If this attempt fails, the Sejm takes the initiative. Then the Prime Minister and the government need an absolute majority of votes in the presence of at least half of the legal number of deputies. If parliamentarians fail to form a government, the initiative returns to the president and a simple majority is required for a vote of confidence.
