A long-term indexation scale for the recycling fee should be introduced in Russia. This proposal was voiced by AvtoVAZ Vice President Sergei Gromak during a press conference at SPIEF 2024, highlighting the need for a stable, predictable approach to financing end-of-life vehicle recycling. The emphasis was on creating a framework that protects the domestic market while inviting international participation not as importers, but as producers who invest locally. As Gromak explained, the ultimate goal is to align the recycling fee with the point at which local manufacturing becomes more profitable than importing finished vehicles. This perspective reflects a broader shift toward encouraging domestic production while maintaining a welcoming stance toward foreign investment, so long as it contributes to building local capacity and value chains. Prior to this, AvtoVAZ underscored the necessity of increasing the recycling collection for cars. Maxim Sokolov, the company’s president, outlined a phased plan to raise the recycling-related price from 300,000 to 550,000 rubles in 2024 for cars equipped with engines between 1 and 2 liters. The plan also foresees further increases to 660,000 rubles in 2025 and up to 1 million rubles by 2029. The intended adjustments are framed as part of a comprehensive effort to modernize the vehicle lifecycle in alignment with environmental objectives and product stewardship. (Source: Reuters)
AvtoVAZ has also urged officials to reinstate Passenger cars and light commercial vehicles (LCVs) within the state’s preferential rental program. The company warned that excluding these segments from the program, which had been implemented in February, could hamper sales and production of Lada models by as many as 25,000 units in 2024. In response, AvtoVAZ suggested measures that could include reducing conveyor speed or shortening the number of working days to manage output in line with demand and program parameters. The move signals a broader expectation that public policy should support continuity in the manufacturing ecosystem while ensuring fiscal and environmental responsibilities are balanced. Additionally, former senator Andrei Kutepov proposed the establishment of a domestic automobile platform. This initiative would aim to consolidate research, development, and manufacturing capabilities within Russia, potentially accelerating the deployment of locally engineered vehicles and related technologies. The suggestion reflects ongoing interest among policymakers and industry leaders in strengthening national automotive infrastructure and supply chains. (Source: Reuters)
