Tusk Cabinet Completed; Sejm to Decide Next Steps for Government Formation

Donald Tusk has finished assembling his cabinet and will unveil it during the Sejm’s first session of government formation, according to Marcin Kierwiński, the secretary general of the Civic Platform, who spoke on TVN24 on Friday.

The prime minister-designate is ready. He has a full slate of ministers and has concluded all talks with the coalition leaders, Kierwiński stated.

All party leaders agreed that Tusk would present the government at the Sejm’s opening session, as the chamber begins the process of forming the new administration, he noted.

Kierwiński added that the move is out of respect for parliament, explaining that the constitution assigns Parliament the primary role in determining the government’s composition. He also left room for a different course if circumstances demanded it, saying the team would be prepared to proceed immediately if needed.

On November 13, during the Sejm’s opening session for the tenth term, Prime Minister Mateusz Morawiecki submitted his resignation. That same evening, at a ceremony at the Presidential Palace, President Andrzej Duda accepted the resignation of the Council of Ministers. The President then, in line with prior statements, appointed Morawiecki as Prime Minister for the interim period while a new government is formed.

What happens next for the Prime Minister

Constitutional rules require the prime minister to present the government’s program to the Sejm along with a motion for a vote of confidence within fourteen days of appointment. A vote of confidence is granted by an absolute majority of those present, so long as at least half of the legally authorized deputies are in attendance.

If the Council of Ministers is not appointed under this framework or if a confidence vote is not achieved, the Sejm must, within fourteen days, elect the Prime Minister and the ministers he or she nominates by an absolute majority in the presence of at least half of the legal number of deputies. The President then appoints the newly elected Council of Ministers and administers their oath.

The Right’s candidate for prime minister is Mateusz Morawiecki, while Donald Tusk is the candidate backed by KO, Third Way and Left movements.

Electoral results from October 15 show PiS with 194 seats, KO with 157, Trzecia Droga with 65, Nowa Lewica with 26, and Konfederacja with 18.
