Pegasus Commission Schedules Additional Hearings and Interrogations

The Pegasus Commission is slated to hold further sessions on September 4, 5, and 9. According to Sroka, witnesses will be questioned under complete anonymity. The committee will also scrutinize the procedures for approving the Pegasus system, including its accreditation. She stressed that operating the system without proper controls or formal authorization constitutes a serious failure to fulfill duties.

The discussion began with how the Pegasus system was procured; the next focus will be on accreditation and the approval to use it, followed by attention to those who were harmed by the process.

It remains to be seen whether these steps will occur during the investigation phase or be presented alongside the final report at the conclusion of the work.

To date, the committee has submitted reports to the National Prosecutor’s Office regarding the potential crimes involving former deputy head of the Ministry of Justice, Michał Woś, and the former director of the Department of Family and Youth Affairs, Mikołaj Pawlak, concerning the transfer of PLN 25 million from the Justice Fund to the Central Anti-Corruption Bureau for the Pegasus purchase.

Anticipation runs high for Bodnar’s decision

According to Sroka, the completion timeline hinges on when the commission obtains the requested documents, including confidential materials about individuals who used the Pegasus system. She indicated the final report would be extensive because the inquiry touches multiple topics and fields.

She noted that the commission is still awaiting a response from the Attorney General and the head of the Ministry of Justice, Adam Bodnar, to whom two requests were sent in early July. One request seeks to appoint experts who will determine the date and circumstances of the interrogation of former Justice Minister Zbigniew Ziobro.

She underscored that Ziobro should be questioned because he oversaw the Justice Fund, from which PLN 25 million was transferred to the CBA for the Pegasus system. Sroka contended that Ziobro bears responsibility for the transfer, claiming it occurred in violation of regulations.

The Commission has also requested that the Prosecutor General share all correspondence between PiS President Jarosław Kaczyński and the former Minister of Justice.

So far, the committee has heard from several key figures, including former Deputy Prime Minister Jarosław Kaczyński, former Deputy Head of the Ministry of Justice Michał Woś, former Director of the Department of Family and Youth Affairs at the Ministry of Justice Mikołaj Pawlak, and other Ministry of Justice staff.

Pegasus is a system developed by the Israeli company NSO Group to counter terrorism and organized crime.
