PSL MP Władysław Teofil Bartoszewski was asked on Polsat News about the draft law, drafted by KO and PL2050-TD parliamentarians, which envisages freezing energy prices. “I discovered it yesterday. I am not on the Energy Committee this term, so I didn’t know anything about it before,” he noted, arguing that President Andrzej Duda “has no reason to veto this bill.”
Letter from the President of Orlen to President Duda
On November 28, 2023, a group of MPs from KO and Polska 2050-TD submitted a draft law to the Sejm to freeze the prices of electricity, gas and heat for the economy. households and sensitive entities until the end of June 2024. It is assumed that the proportional current consumption limits and protected groups will be maintained. The entire operation will be financed at Orlen’s expense. After information about the project came to light, the value of Orlen’s shares suddenly fell by PLN 5.5 billion.
The company’s president, Daniel Obajtek, asked President Andrzej Duda for “a thorough analysis of the proposed – in the opinion of the ORLEN management – unfavorable solutions.”
Its introduction will be detrimental to the further development of the company, the Polish economy and Polish energy security
– emphasized the president of PKN Orlen.

“The president has no reason to veto the bill.”
When PSL MP Władysław Teofil Bartoszewski was asked about this project in an interview with Polsat News, he noted that he was not a member of the Energy Committee during the current term of office of the Sejm, and thus did not know the details.
I found out yesterday
– said the politician.
According to Bartoszewski, the windmill law assumes that “the rural population, at the municipal level, will decide whether these windmills can be there or not.”
The President has no reason to veto the bill that the Prime Minister he appointed recently agreed to
– emphasized the Polsat News guest. The MP recalled that Prime Minister Morawiecki and former Minister of Climate and Environment Anna Moskwa agreed to the bill, which provided for the possibility of building wind turbines within a radius of 500 meters from houses.
However, the parliamentarian “forgot” that 500 m would only be a permitted distance under certain conditions, and the parliamentary amendment assumed 700 m. However, the project of KO and Trzecia Droga mentions an even shorter distance, namely 300 to 700 m.
What next for the verification committee?
At the same time, Bartoszewski tried to explain that there is no connection between the wind farm bill and the decline in the value of Orlen’s shares. The parliamentary majority that wants to form a new government assumes in the law that the company will be subject to a tax of PLN 15 billion.
According to the PSL MP, such an intention is legal because Orlen achieved PLN 50 billion in unexpected profits.
The citizens missed out on this, because it was not because President Obajtek is a management genius, but because thanks to the war in Ukraine, thanks to price manipulation by the Russian Federation, the profits of energy companies increased many times over and the residents lost their money. .
– he said.
Władysław Teofil Bartoszewski also referred to the Committee on Russian Influence. After the resignation of its members, politicians who want to form a new government cannot decide whether they want a new composition to be appointed, i.e. further work of the commission, or its complete dissolution. The PSL MP admitted that he was in favor of the first solution.
I believe that a committee should be set up to investigate Russian influence
– he said. According to the Polsat News guest, the commission in its current composition acted “unconstitutionally”, so changes are now needed to “embed it into the legal framework”.
I believe that an investigative commission should be set up to investigate Russian influence in Poland, for example to investigate the past thirty years, but it should be a constitutionally established investigative commission, and not this one.
– said Bartoszewski.
He added that people who feel wronged by her actions so far can file a civil lawsuit against the fired committee members. However, he sees no possibility of taking political action against them.
