The Ministry of Transport, Mobility and Urban Agenda alongside the Generalitat Valenciana announced the first call for assistance aimed at helping eligible young people in the Valencian Community access affordable housing through the Youth Rental Coupon. This article explains who can apply, the conditions, and how to apply starting today.
The Youth Rental Coupon is open to all individuals who are of legal age and up to 35 years old at the time of requesting aid, provided they meet the required conditions.
Why today’s move matters: 86% of young people in Alicante struggle to leave home due to income constraints
Young people who want to apply for the Youth Rental Coupon must meet the following requirements:
-
Be of legal age and not exceed 35 years at the time of request.
-
Hold Spanish nationality or belong to any EU/EEA member state or Switzerland. Non-EU nationals must have regular residence status in Spain.
-
Have a rental agreement, a transfer of use, or be in a position to sign one within two months from the date of aid approval.
-
Maintain a habitual and permanent residence, verified by a certificate or registration document.
-
Not be related by blood or first-degree kinship to the host.
-
At no time should the total benefits received by the young person living in the residence exceed the rental or transfer amount.
-
The rent must be equal to or less than the maximum amounts listed in the table below.
The Youth Rental Coupon provides a monthly grant of 250 euros. In some cases, the total benefits may exceed the contracted rent or transfer fee, depending on circumstances and the overall housing costs.
How the Youth Rental Coupon affects the Income Tax return
Applicants should note that the program’s financial assistance may have implications for tax reporting. It is advisable to consult a tax professional or review official guidance to understand any potential tax obligations or deductions related to rental support.
-
Submit a full copy of the signed rental agreement showing rent amount, payment method, and all pages. Clear documentation helps verify the arrangement.
-
Provide the cadastral reference for the rented property. If a specific cadastral reference is not available, submit a certificate issued by the Regional Directorate of Cadastre or the cadastral reference of the land. Supplement with any extra information needed to verify the residence identity.
-
Include a Simple Note from the Property Registry confirming the property details and the number of rooms.
-
Offer a Single Certificate or Registration Slip identifying the household members who have habitual residence in the leased or allocated residence. The document should be unique per residence and include all residents at the time of the request, and must be submitted with the aid application.
-
Provide proof of income showing at least one regular source of earnings. This may include an employee’s income, annual declarations, or a certificate from the State Tax Administration confirming registration in business, professional, or artistic activities. The income threshold is up to three times the IPREM threshold for employed workers.
-
Submit receipts proving rental payments or the transfer fee corresponding to monthly payments after January 1, 2022. If the contract is shorter than the request date, receipts must cover the period from the contract start date and be included with the application.
-
If the applicant has recently received aid or changes bank details, include a duly completed automatic payment form to specify the deposit account for the aid.
Those awarded the Youth Rental Coupon must justify how the funds were used.
Applications can be completed electronically, with or without a digital certificate.
With a digital certificate
The request is submitted electronically through the Generalitat’s electronic center via the Young Rental Check process. Applicants should:

Fill out the ETURNOS form.
-
At the scheduled appointment time, select the “Proceed with the certificate” option to complete the application and attach the necessary documents.
Without a digital certificate
If a digital certificate is unavailable, applicants can complete the form electronically and print the receipt. This receipt becomes part of the application and must be submitted along with the required documents at one of the designated registers.
