The Valencian Community Introduces the Youth Rental Coupon Initiative

The Ministry of Mobility, Transport and Urban Agenda together with the Generalitat Valenciana announced the first call for support in the Valencian Community. This program, published in the DOGV, aims to help young people move out of the family home by providing affordable rental assistance. The following explains the application conditions and how to apply starting today.

The youth rental voucher is open to any natural person who is of legal age and is 35 or younger at the time of applying, provided they meet all the required criteria.

Young applicants who wish to receive the Youth Rental Coupon must satisfy the listed requirements:

  1. Be of legal age and not older than 35 at the time of requesting assistance.
  2. Possess Spanish nationality or belong to any EU or EEA member state or Switzerland. Non-EU residents must have regular residence status in Spain.
  3. Hold or be eligible to sign a rental agreement or transfer of use within two months from the aid grant date.
  4. Maintain a habitual and permanent residence in the rented property, verifiable by a certificate or a registration document.
  5. There must be no kinship or first-degree marriage relation between the applicant and the landlord.
  6. No case where total aid received exceeds the rental or transfer cost in any given month.
  7. The rent or transfer amount must be equal to or less than the limits set for the relevant municipality and housing type, as shown in the accompanying table.

The eligible municipalities correspond to the different districts within the province of Alicante.

The rental allowance is 250 euros per month. The total benefits paid to residents must not exceed the rent or transfer fee documented in the contract.

Impact on the Income Tax Return

Applicants should note how the Youth Rental Coupon affects tax reporting. The program does not replace the need for standard tax declarations; instead, it may influence the calculation of eligible housing deductions or credits, depending on the individual tax situation.

For documentation, applicants should prepare the following: a full copy of the signed rental agreement including rent amount and payment terms; cadastral references showing the individual dwelling; and, if required, a certificate from the Regional Directorate of Cadastre or equivalent records that identify the property location and cadastral details. Where available, a cadastral reference for the property is preferred, supported by any additional information needed to verify the dwelling’s identity.

Additionally, a note from the Property Registry confirming the property’s description and number of available rooms should be submitted, along with a unique certificate indicating the habitual residence for all occupants. The document must cover all residents at the time of the request and be provided by the applicant for the aid.

Applicants must also provide proof of income showing at least one regular source of income. If applicable, the income should not exceed three times the IPREM (579.02 euros per month for workers). This can be demonstrated by a declaration of activity or a certificate from the State Tax Administration confirming registration in commercial, professional, or artistic activities.

Receipts showing monthly rent payments or transfer fees dating from January 1, 2022, must be included. If the contract runs for a shorter period than the aid request date, the benefits will be credited from the contract start date, and the receipts should accompany the application.

If the applicant receives a new grant from the Generalitat or needs to change the bank account for deposits, a completed automatic payment form must be submitted to designate the account for the aid.

Obligations for Recipients of the Youth Rental Voucher

Recipients are required to validate the use of the voucher. The application must be completed electronically, with or without a digital certificate, as part of the official process.

With a Digital Certificate

Applications are submitted electronically through the Generalitat’s electronic center via the public housing initiative labeled Youth Rental Check. Applicants should follow these steps:

  1. Complete the ETURNOS form.
  2. At the scheduled appointment, select the option to proceed with the certificate and upload the necessary documents to finish the electronic submission.

Without a digital certificate

If a digital certificate is not available, the applicant completes the electronic form and prints the receipt. This receipt becomes the formal application, and all required documents must be registered in one of these offices: Alicante, Castellón or Valencia, with the listed addresses.

In all cases, the applicant should ensure that the application is complete and accurate to avoid delays in processing. The program is designed to support eligible young people by linking housing costs with income, while maintaining clear verification standards across the Valencian Community.
