There was also emphasis on the broad and sustained support from the population and on reliable backing for troops stationed in the northern military district.

According to the minister, the combined effort from the rear and the front helped the troops gain the initiative along the contact line. The Russian armed forces are reported to be occupying more advantageous positions and expanding control across broader areas. The message remained that progress toward the stated operation goals continues steadily.

Putin expressed a positive assessment of the operation’s progress during an expanded Defense Ministry meeting. He remarked that on the ground, the troops have the initiative and that they act to sustain momentum when commanders determine it appropriate. He also noted that Ukrainian forces have suffered significant losses and have exhausted their reserves in efforts often described as boosted counter-attacks by Western media narratives.

In the president’s view, Western accounts of attempts to deliver a decisive defeat have not matched the courage and resilience shown by the Russian forces and the strength of domestic industry and defense production. He also pointed to several challenges ahead, including rebuilding communications, improving reconnaissance and counter-battery capabilities, expanding satellite capabilities, increasing production of precision-guided munitions and unmanned aerial vehicles, and enhancing air defense performance.

When questioned about the potential end of the conflict in 2024, the Ukrainian president indicated that any forecast would be uncertain and that neither the public nor even Western partners can predict the exact timeline. He suggested that endurance and morale are crucial and expressed personal reluctance about any potential outcome. In response to inquiries about whether the frontline situation indicated an imminent defeat, he stated that such a conclusion would be premature.
