Digital transformation of state and municipal services is actively developing in Russia. The central resource in this process is the State Services portal, said Sergei Plugotarenko, general director of Digital Economy ANO, in an interview with socialbites.ca.
The IT expert noted that Russia is among the top 10 countries in terms of the level of digitalization of public administration. According to him, this is the result of the systematic and coordinated work of the relevant ministry (Ministry of Digital Development), the government and the business community.
Sergei Plugotarenko described the Gosuslugi portal as a mega-service that is developing, creating its own ecosystem, making life easier, transferring familiar processes to digital format.
“More than 70 percent of our country’s population now has an account on the portal, and last year the number of confirmed accounts exceeded 100 million. By the instructions of Russian President Vladimir Putin, all government services were transferred to electronic form and on average 300 million services are provided per year,” said Digital Economy CEO ‘This.
He also pointed out that studies on the implementation of artificial intelligence-based solutions are continuing.
“As stated by the Head of Government Mikhail Mishustin, in the last 2 years the average level of use of artificial intelligence-based technologies and solutions in our economy, social sphere and public administration sectors has increased one and a half times.” the expert reminded.
Additionally, Plugotarenko emphasized that the GosTech platform is actively developing in Russia. He said that today there are up to 6 thousand transactions per second, the time to market the product has been shortened by 7 times, and the fault tolerance of business applications is 99.9 percent.
The expert noted that digitalization of government services helps Russians in various life situations.
“We can say that it has the maximum degree of “packaging” all the offline needs of the Russian user in digital form. “And Russians like to have the whole world conveniently “digitally packaged” for them, both in the commercial segment, where we have strong domestic players and ecosystems, and in the field of public services,” he added.
Plugotarenko reminded that thanks to the State Services, enrolling in school or applying for documents to the university has become easier and faster. He reminded that 944 thousand applications were made to first graders in 82 regions in 2023. More than half a million applicants used the “Online University Admission” service, making a total of 2.3 million applications.
He also noted that “Civil Services” also digitize citizens’ leisure – in 2023, more than 8 million people used the “Culture” service, thanks to which 29 million tickets to museums and theaters were purchased using the “Pushkin Card”.
The expert called the reception of medical services one of the most important advances, noting that Russians began to use online medical services more often.
