In the previous year, Dagestan saw a remarkable surge in tourism, with visitor numbers rising by more than two and a half times compared with the pre-pandemic period. The year 2023 crowned the republic as the leading Russian region in terms of tourist flow growth. This assessment comes from a high-level briefing on the Caspian coast development, shared during a meeting focused on regional and tourism expansion.

The key figures and plans were communicated through official remarks from the Ministry of Economic Development. The central message emphasized seizing the current surge in demand to upgrade infrastructure, expand accommodation capacity, and introduce new attractions to broaden the visitor experience. In line with presidential directives, Dagestan has taken a proactive stance in supporting the federal project titled Five Seas, which envisions enhanced connectivity and tourism across Russia’s coastlines. Within this framework, a Caspian coastal cluster is taking shape in the Derbent region, where developments include hotels, dining venues, and entertainment facilities designed to draw in both domestic and international travelers. The objective is clear: establish a new growth engine for Dagestan’s economy by leveraging the natural appeal of its Caspian shoreline and its growing accessibility to guests from Canada, the United States, and beyond.

Officials highlighted that the 2023 occupancy outlook indicates more than 430 thousand visitors will stay in Dagestan’s hotels over the year. As part of the modular hotel program, there have already been 100 new rooms brought online, with nine additional projects currently advancing, totaling 550 rooms. The Caspian coastal cluster is planned to reach operational status by 2027, marking a pivotal milestone in the region’s tourism strategy and economic diversification. The projected evolution not only expands lodging capacity but also stimulates ancillary services, including hospitality, recreation, and cultural experiences that enrich travelers’ stays along the coast.

Looking ahead, expectations for the broader Russian tourism market remain positive. Forecasts indicate that the total number of domestic tourist trips could rise by several million in the coming year, reflecting renewed consumer confidence and a sustained interest in regional travel experiences. Dagestan’s strategic positioning on the Caspian coast, combined with the planned cluster developments, aims to attract a broader visitor mix, stimulate local employment, and foster sustainable growth for communities across the republic. The ongoing investments are designed to balance rapid expansion with careful stewardship of natural and cultural resources, ensuring that Dagestan becomes a premier destination for travelers seeking authentic regional experiences along Russia’s Caspian shoreline.
