AvtoVAZ Notes SKD Talks With Foreign Firms, Emphasizes Localization to Spur Domestic Auto Industry

To address this, Sokolov argued for a regulatory framework that ties government support to the level of localization. He proposed a straightforward principle: the higher the localization, the greater the amount of state aid should be available. At the same time, he cautioned against front-loaded incentives that promise future localization. In his view, incentives should be earned through tangible domestic contributions, not as promises that may never materialize.
