In 2022, more than 80 percent of software, the main suppliers of which were Western companies for more than 400 public educational institutions, had their licenses revoked. According to the Ministry of Science and Higher Education, in order to solve this problem, a Unified Register of domestic software for use in education was created in May 2023, which includes more than 400 solutions. According to the results of the survey conducted among the heads of technical specialization training programs at universities, 66% of the participants consider their dependence on imported software to be average, while 13% work mainly with domestic software. However, 24% of the participants think that they will not be able to switch to domestic software in the near future.
Nikolai Komlev, Executive Director of the Association of Computer and Information Technology Enterprises (APKIT), believes that the problem of import substitution of software in universities for their own needs is exaggerated, and Russian programs are cheaper and better adapted to the Russian education system.
Participants also argue that the educational process will be quickly restructured to provide training with domestic analogues as soon as they become popular in the industries. The problems are related to the need to ensure stability, security and controllability of IT solutions, as well as the fragmentation of various services in Russian solutions.
Among the software that is difficult to replace, experts list special solutions for mathematical modeling, integrated development environments (IDEs), environments for programming microcontrollers, environments for modeling electronic components and devices, compilers, and software for processing large amounts of data using artificial intelligence.
Experts say that the transition to new products in the educational environment is labor-intensive and expensive. First of all, this is due to a number of formal procedures.
