The lottery takes place on Wednesday, March 22, the same day the Copa Libertadores 2023 group draw is held.
Based on Conmebol Regulations, the draw process unfolds as follows:
The 32 teams involved include 16 clubs that qualified directly and 16 from the first stage. They are split into eight groups of four teams each for the group stage, where each club will compete for a spot in the knockout rounds.
The seeding of the groups, determined by the bolilleros process conducted by Conmebol, follows specific criteria to ensure a balanced and fair distribution across pots and groups.

- To define the seeding of each group, the Conmebol Club Ranking as of December 9, 2022, will be used. The eight teams occupying the top eight positions in that ranking are designated as seeded teams.
- The second tier consists of the next eight teams in the Conmebol Club Ranking from December 9, 2022.
- The third tier includes the following eight teams in the ranking from December 9, 2022, and the fourth tier comprises four teams from the Libertadores group stage supplemented by four more teams from the Conmebol Club Ranking up to December 9, 2022.
Note: The aiming is to create a balanced mix of teams across groups that fosters competitive balance and clear advancement paths throughout the group phase.
