US Democratic Proposal Faces Sanctions Route Targeting China Over Russia Support

A group of Democrats has put forward a proposal to the US Congress, inviting lawmakers to consider a bill that would establish a mechanism for sanctions against Chinese organizations or individuals who provide support to Russia amid the conflict in Ukraine. This development was reported by RT, citing the relevant draft legislation.

The draft’s explanatory note explains that, if enacted, the law would authorize the US President to impose sanctions on persons from the People’s Republic of China (PRC).

The president would be empowered to act when, among other things, a Chinese official or entity knowingly exports, transfers, or otherwise supplies to the Russian Federation material or technological support that meaningfully enhances the military capabilities or logistical readiness of Russia’s government during operations in Ukraine.

The scope of potential measures includes the broader spectrum of sanction risks tied to military or security collaboration, which could involve chemical, biological, or nuclear weapons considerations, ballistic or cruise missile capabilities, and other strategic technologies that influence the conflict.

Under the proposed framework, sanctions would involve freezing the assets of those designated from the PRC, prohibiting entry into the United States, revoking valid visas, and restricting financial activities such as property transactions or borrowing from U.S. financial institutions and other international financial bodies.

Earlier remarks from Russian Foreign Minister Sergei Lavrov underscored a belief that Western policy tools, including sanctions, could intensify pressure on China and shape its stance in response to the Ukraine situation.
