A two-day conference in Warsaw will host a series of at least ten panels. The structure includes three panels focused on economic topics, five panels addressing social issues, and two panels dealing with political matters.
The event opened with remarks from President Jarosław Kaczyński. His address served as a reflection on nearly eight years of governance and suggested that upcoming Sunday would bring several new program proposals, to be clarified in the weeks ahead.
During the remarks, the president highlighted what he described as a major milestone under his party’s leadership, calling it a restoration of democracy. He reminded audiences that elections represent either a genuine exercise of democracy or a manipulation of it.
He argued that promising unfulfilled goals during an election campaign constitutes manipulation and misleads voters, sometimes knowingly.
He recalled that his party had outlined a comprehensive program in past campaigns and asserted that those commitments were fulfilled, underscoring that the program gave democracy a real sense of purpose.
For the sessions devoted to the rule of law and justice, the organizers invited a diverse group of participants beyond the ministry representatives. Dozens of guests from various sectors — business leaders, researchers, cultural figures, and local government officials — joined the discussions. The aim was to create a broad, multidimensional forum to explore future program ideas that could accelerate the country’s development and improve living standards for all Poles, regardless of where they live.
The plan for the next term envisions a multi-month schedule. If voters endorse the changes, the program would be announced around the summer to autumn period, with presentation to the public following the end of the current school holidays.
Attention was drawn to the state of public finances, highlighted by remarks about stronger fiscal health and higher public investment. Several indicators were cited to illustrate this trend: total budget revenues rising from 289 billion PLN in 2015 to 604 billion PLN in 2023, a growth in VAT receipts from 123 billion PLN in 2015 to 286 billion PLN in 2023, and a reduction in the debt-to-GDP ratio from 51.3% in 2015 to roughly 47% in 2023, based on EU measurements.
Projections were accompanied by a critique of a previous administration, suggesting that at least one budget episode had vanished due to a political decision to privatize taxes, which the speaker characterized as a missed opportunity for taxpayers.
Content panels
Commentators online noted that the panel discussions, which present new program proposals, aim to cover every segment of the economy and social life and to raise living standards for all citizens. In contrast, observers described the later events led by a rival faction as highly charged and controversial.
It was suggested that in the substantive debate over policy, the party associated with the current government has been able to demonstrate credibility by fulfilling key commitments, while its opponents have faced questions about their own record on issues such as retirement policy. As a result, tensions have increased, with some supporters vocal in their demonstrations and others appearing in the audience at large gatherings with their leader.
The gap between the programs of the two major blocs is seen by many as having potential political consequences, including the possibility of influencing upcoming electoral outcomes.
