Polish Wind Farm Bill Debate Shapes Energy Price Discourse

Hennig-Kloska, who has been cited as a potential future Minister of Climate and Environment, became a symbol of what many called the wind farm bill. She presented the proposal alongside PO deputy head MP Borys Budka at a press conference in the Sejm. The package presented on November 28 aimed to freeze electricity, gas, and heat prices for households and sensitive entities through the upcoming mid-year, yet critics argued that several provisions appeared to bear the imprint of industry interests rather than parliamentary deliberation. Government critics from PiS raised concerns, noting that some articles seemed influenced more by industry lobbyists than by lawmakers. Minister Krzysztof Szczucki, together with MPs Joanna Lichocka and Janusz Kowalski, filed a notification with the Public Prosecutor’s Office regarding the matter.

“Hennig-Kloska became the face of the project,” observed reports after an interview with Radio Zet, where she acknowledged, with candor, that the authors suspected Orlen’s asset values might decline after the bill’s details emerged publicly. The company’s shares reportedly dropped by around 5 PLN following media coverage about the draft law.

In a subsequent interview with the Polish Press Agency, Hennig-Kloska announced a “clarification” of the project, claiming that the authors’ intentions were misinterpreted. Critics questioned why a price-freeze bill would include language suggesting benefits linked to Siemens, a German company. According to the 2050-TD MP, PO Vice President Borys Budka expressed concerns about the inclusion of such provisions.

Did Budka also sense concern about Siemens’ fate a year earlier? Not necessarily. He did not appear on the roster of applicants for the draft bill: amendments to the wind farm investment law and the spatial planning law submitted to the Sejm’s then-chair, Elżbieta Witek, on November 21, 2022. In contrast, Paulina Hennig-Kloska represented a cohort of lawmakers authorized to present the proposal. The contents of the draft, as listed on the Sejm’s website under Form No. 2941, included provisions to reduce the wind turbine setback to as little as 300 meters from buildings.

Given the eagerness of the new parliamentary majority and allies to form inquiry commissions, questions arise about whether a commission should investigate the wind farm bill itself and the process by which it could be scrutinized. Could legitimate price-freeze momentum have masked more controversial entries within the text? This question lingers as the debate continues.
