Election Commissions Formations and Key Parties Ahead of October Polls

The National Electoral Commission received seven notifications about forming election commissions for the parliamentary vote. Among those submitting documents were the Civic Coalition, Lewica, and Konfederacja.

Third Way

At a press briefing, Władysław Kosiniak-Kamysz announced that the Third Way was the first committee ready to register. This process would unfold over the coming hours as registration papers were prepared. The Electoral Committee of the Third Way Coalition, which includes Poland 2050, PSL, and the Polish Coalition, stated that registration would proceed under the stewardship of the popular leadership.

He emphasized the importance of securing a strong third place in the election. The two largest groups would not form a government alone, he argued. The removal of PiS from power, he said, depends on a victory by the Third Way, which could enable a shift after eight years of political friction, concerns about the rule of law, social division, and economic stress.

Left

Today the New Left coalition filed to register its committee, with the plan to run candidates as part of the new platform, said Robert Biedroń, Vice Chairman of Nowa Lewica.

They aim not only to register first but also to present candidates across the slate.

According to Biedroń, the coalition will include not only politicians from New Left but also participants from Together, the Union of Labour, PPS, and various groups such as Women’s Strike, Citizens of the Republic of Poland, and Youth Climate Strike. The coalition could also feature members from left-leaning youth organizations like Jong Links, Federation of Young Social Democrats, Jong Samen, and local authority representatives as well as environmental, feminist, and minority groups.

“The left wins elections when it is united. Let this remind everyone currently quarrelling or unable to find a path,” Biedroń added.

Confederation

As an election representative, Witold Tumanowicz noted on social media that the Confederation’s election committee had filed a report with the Elections Commission. He indicated this was the first committee submitted for both Sejm and Senate elections scheduled for October 15. Settlement of the PKW was awaited, and he asserted that while others slept, they were already at work.

Who can form an election commission?

Electoral commissions can be formed by political parties, coalitions, and voters. To participate in seat distribution for the Sejm, party commissions and voters’ commissions must secure more than 5 percent of votes nationally. The national threshold for coalitions is 8 percent. The deadline to notify the NEC about a proposed commission is August 28, per the election calendar.

According to the PKW site, seven notifications arrived on Tuesday about new election commissions. These included the Confederation of Freedom and Independence, the New Left, the Non-Partisan Local Government, the Liberal Polish Strike Entrepreneurs, the Patrioci Polska Commission, Poland is One, and the Civic Coalition PO .N IPL Zieloni.

If a notification meets the Electoral Code requirements, the National Electoral Commission will decide on its acceptance within three days of submission. If there are flaws, the NEC asks the applicant to correct them within three days. If defects are not remedied, the PKW may reject the report. An election proxy may appeal the NEC’s decision to the Supreme Court.

Once registered, an Election Commission can begin gathering signatures for candidate lists. The deadline for submitting lists for deputies and senators is September 6.

To participate in seat distribution for the Sejm, party commissions and voters’ commissions must exceed the national 5 percent threshold, while coalitions must exceed 8 percent.

Parliamentary elections are scheduled for October 15, when Poles will elect 460 deputies and 100 senators for four-year terms.
