The payment of employee benefits for ordinary civil servants follows labor law provisions. Salaries for departmental ministers, however, are not issued by the ministries themselves, as clarified by Piotr Müller. He stated on X that the need for additional resources relates to a change in government, and he warned that numbers taken out of context amount to manipulation.
On Friday, the head of the Prime Minister’s Chancellery, Jan Grabiec, said that the remaining funds in the Prime Minister’s Office budget would not be enough to cover civil servants’ salaries in December.
Three million PLN is missing from the budget.
Grabiec’s remark was echoed by Müller, who responded on X the same evening. He suggested it would be easy to joke about a recurring shortage wherever the opposing party appears, but urged Grabiec to be precise in describing the funding rules. Müller reminded readers that employee benefits for ordinary civil servants are governed by labor code provisions, including notice periods, and that such regulations were historically applicable, even noting that when a previous prime minister left office, compensation for unused leave was paid at a level comparable to roughly 100 days.
He added that the salaries of ministers are paid not from the Prime Minister’s Chancellery budget but from the respective ministries. He also explained that the need for extra resources stems from a shift in government leadership, and therefore, by standard procedure, the Prime Minister’s Chancellery has requested additional funds from the Ministry of Finance.
Employee turnover and ongoing recruitment are normal processes in any public institution. Müller concluded by reiterating that numbers taken out of context equal manipulation.

Rafał Bochenek, affiliated with PiS, commented on the situation as well. He referenced the familiar refrain about a lack of funds and warned that the broader political platform would likely follow with similar claims.
