Alicante provincial assembly allocates 2.7 million euros to a bold plan named DIMO: Digitizing and modernizing the province of Alicante. The project aims to partner with municipalities to transform public services, making them more accessible, personalized and interactive for residents.
Presenters included María Gómez, deputy for European Projects; José Antonio Belso, director of Suma Gestión Tributaria; and Manuel Palomar, director of CENID Alicante. They outlined the fully funded program, targeting municipalities with populations under 20,000, and highlighted a potential reach of about 410 thousand residents across 115 towns in the province. This initiative is designed to involve SUMA and CENID in its execution [citation: Alicante provincial authorities].
four strategic lines
María Gómez explained that the project unfolds along four strategic lines. The first, Development of digital management tools, plans to roll out mobile applications so citizens can interact quickly and smoothly with municipal management. Features include virtual assistants or chatbots that streamline procedures at the digital town hall and self-service offices [citation: project overview].
The second line, Developing data governance, centers on creating a data governance platform accessible online. This platform will integrate high-quality data from diverse sources, ensuring it is updated, standardized, protected and ready for use by all entities within the Alicante County Council community [citation: data strategy].
José Antonio Belso stressed that Suma Gestión Tributaria will lead and coordinate two core actions. On one side, data usage and modernization efforts to share municipal data and information about virtual assistance to help residents navigate the Electronic General Directorate system and related services [citation: coordination plan].

The third line, Digital Infrastructures, focuses on moving computing to cloud solutions, updating servers, creating self-service offices, refurbishing software and hardware, and boosting energy efficiency in municipal facilities to support mobility and remote work [citation: infrastructure plan].
The final line, Developing integration with the Citizens folder, envisions modules that connect municipal e-offices with the AGE Citizens Folder. This initiative will be rolled out in all towns with fewer than 20,000 residents, simplifying interactions between citizens and local, provincial, autonomous, or national bodies as a fundamental requirement of the program guidelines [citation: citizen services integration].
project
The DIMO scheme for Digitizing and Modernizing the Province of Alicante brings together state council initiatives, proposals from CENID Alicante and Suma Gestión Tributaria, along with specific actions from certain municipalities. It targets 20,000 residents who qualify for support that may not be readily available through other European Union funding channels [citation: program scope].
Manuel Palomar highlighted CENID Alicante’s role in monitoring, analyzing and identifying high-quality projects of this kind, with the aim of implementing them through the provincial administration. The overarching goal is to enhance public services and improve the quality of life for citizens across the province [citation: organizational commitment].
