“Tusk’s plans to attack the central bank are causing astonishment around the world, and even protests that will increase,” PiS MP Jacek Sasin said in an interview with wPolityce.pl. According to him, the heads of central banks are afraid of setting a precedent. The former deputy prime minister is absolutely convinced that the sole purpose of Tusk’s actions is to fulfill the promises he made in Berlin to introduce Poland into the eurozone, which would be disastrous in the current difficult situation.
Last December, the head of the European Central Bank, Christine Lagarde, defended Prof. Adam Glapinski. She assured him of the protection of the ECB “in the event that the Sejm unlawfully suspends or accuses him”.
The statutes of the ESCB and the ECB, which include a guarantee of the independence of the governors of the national central banks, provide protection in the event that the Sejm wants to adopt a resolution to impeach the president of the NBP.

A dangerous political game

Tusk and the Berlin Guidelines
From a legal point of view, it is unlikely that the NBP president will be brought before the State Tribunal unless Tusk’s coalition wants to comply with the applicable regulations.
However, this will not be possible without a serious legal dispute due to the ruling of the Constitutional Court. This judgment clearly states that such a vote must take place with a qualified 3/5 majority, as in the case of members of the government. On the other hand, the Constitutional Court has clearly ruled that even if the request to summon the President of the NBP before the State Tribunal is accepted, there cannot be an automatic suspension of the request as this would be contrary to the constitutional principle of the independence of the NBP. central bank. Unfortunately, I predict that this government will not care about the rulings of the Constitutional Court and the courts, as in many other cases. If such a motion is nevertheless adopted, Law and Justice will of course not recognize it. These will be legally ineffective actions

There is no mystery here as to what the political purpose of the attack on the NBP president is. It concerns the suspension and subsequent removal of Prof. Glapiński from his position. The central bank under his leadership is standing in the way of starting the process of introducing the euro in Poland. I am absolutely convinced of that Tusk promised his clients in Berlin that the process of introducing the euro would begin during his administration. However, this means that Poland will lose its financial and economic independence and will be subordinate to external decisions.
