The parliamentary inquiry committee on visas continues its hearings today. The first to testify is Maciej Kowalski, former adviser to the Polish embassy in Dakar and currently consul in Tunis. The head of the commission, Michał Szczerba, said she was one of the people who “tried to resist the orders of the then deputy minister of diplomacy, Piotr Wawrzyk.”

MP Szczerba noted that he sees an inconsistency in the whole case, because on the one hand there is a letter from Carmain, stating that people should come to Poland to gain experience to later take on leadership positions in Africa, and on the other hand, email is there information that these people are not expected to acquire management competencies, but are expected to pick blueberries. The chairman wanted to know what emerged from the interviews and interrogations of the applicants regarding their attempts to obtain a Polish visa and whether Kowalski had met a woman named Dialo.
I have interviewed a number of such applicants. I remember Ms. Dialo because I even included her application as an example for the director. It is brilliant to show the category of cases we are dealing with. This visa application had only two attachments – insurance and work permit – and nothing else.

Certainly, Ms. Dialo, as an informal caregiver for the elderly, had none. It was also difficult for me to imagine doing such a job without knowing any foreign language

Next, Lech Kołakowski, who served as Deputy Minister of Agriculture and Rural Development in 2021-2023, will testify.
The Commission of Inquiry into the Visa Scandal is investigating abuses, negligence and omissions in the legalization of foreigners’ stay in Poland, as well as establishing the number and identity of people who illegally crossed the border into the Republic of Poland or whose stay was legalized as a result of abuse. The Commission will also evaluate visa mediation agreements. This applies to the period from November 12, 2019 to November 20, 2023.
