PiS President Jarosław Kaczyński emphasized on Sunday during the party congress ahead of the local government elections in Krakow that the local government is part of the state apparatus. He recalled that this is the constitutional structure in Poland.
Local government in Poland has much of this power, more so than in other EU countries

There is a lot of power at stake in these choices, and power allows you to do wrong. Our adversaries demonstrate this by continually violating the Constitution, breaking laws at every step, and enduring whatever is unacceptable without any resistance. But power can be used – and I think we have shown that over these eight years – for good purposes, including the power of local governments.

He added that thanks to authorities at different levels, it is possible to ensure that “at least part of the PiS program, at least for local authorities” will be implemented.
