The parliamentary inspection at the headquarters of the CPK company would also concern unsubmitted applications for EU funds for the construction of high-speed lines as part of the project. “This is very worrying because EU funds have already been allocated for the design of the Warsaw-Łódź line and the condition for the sustainability of this project is its continuation,” Marcin Horała said in an interview with wPolityce.pl.
CPK’s rail investments total almost 2,000 km of new lines, which were due to be constructed by the end of 2034. Preparatory work has already started for more than 1,300 km of this. The CPK Railway Program consists of a total of 12 railway lines, including 10 so-called spokes that led from different regions of Poland to Warsaw and CPK. Meanwhile, after Donald Tusk’s coalition took power and entrusted the fate of the CPK to Maciej Lasek, no applications were submitted for EU funding for the construction of high-speed rail lines between Warsaw and Łódź.
There were four applications, two of which were submitted and two of which were not submitted. Applications for EU funds for the design of the CPK railway junction and for the construction of the Warsaw – Łódź railway section
– explained Marcin Horała, former plenipotentiary for the construction of the CPK, in an interview with the wPolityce.pl portal. Today a PiS MP took part in a parliamentary inspection at the company’s headquarters, which was blocked.
Unfortunately, Lasek’s rep gets lost in the testimony here. His first version was that these were immature applications, which meant there was a risk that these funds would not be awarded. Such a statement is absurd, because one can simply ask: what was the harm in trying? There is no penalty for submitting an application that ultimately does not receive any funds
– emphasized Horała.

Should Tusk return EU money?
As MP Horała told us, an application that has some defects is returned, together with information about what is missing. Thanks to this you can improve it and next time go for a “sure thing” to get the money.
However, in an interview for “GW”, Maciej Lasek changed his version and said that the applications had not been submitted because he was waiting for a political decision on the entire project. So it is assumed that we are not allowed to build a high-speed line to Warsaw Łódź
– remembered the Law and Justice politician. the problem is that the Polish government has already taken over some of the funds for the construction of high-speed railways and is also bound by international obligations.
This is very worrying because EU funds have already been allocated for the design of the Warsaw-Łódź line and the condition for the sustainability of this project is its continuation. This may mean that EU funds already obtained have to be repaid. And this is a railway line on the TEN-T core network (Trans-European Transport Network), so this would mean that Poland will not fulfill its international obligations also towards the European Commission or other Member States. That is why we wanted to gain access to these documents
– said Horała.
