As PSL, we are always ready for elections, although we are now preparing for local government elections, the head of the Ministry of National Defense Władysław Kosiniak-Kamysz said in Brussels on Wednesday. He was asked about a possible scenario to shorten the term of the Sejm. He added that polls show confidence in the Third Way is growing.
As PSL we are always ready for elections, although now after the change of government the first local elections will take place and we are specially preparing for them –
Kosiniak-Kamysz emphasized when asked by journalists about a possible scenario of shortening the term of the Sejm and calling new elections.
The polls, which give the Third Way an impressive result, show that confidence in the Third Way: PSL and Poland 2050, and also in our entire coalition, because all parties, PO and Left, are winning in the polls
– said the head of PSL.
But why has Donald Tusk’s party, which supposedly has a strong electorate, recently moved closer to the left and entered into agreements with other parties? Should PO count on extra support?
According to the constitution, the Sejm can shorten its term of office by a decision adopted by a majority of at least 2/3 of the votes of the legal number of deputies, i.e. 307 votes are required. Shortening the term of the Sejm also means shortening the term of the Senate. A draft resolution on shortening the term of office may be submitted by: the Presidium of the Sejm, a Sejm committee or a group of fifteen deputies.
Budget Act 2024
Kosiniak-Kamysz also noted on Wednesday that it is crucial for the governing coalition that this year’s budget law can enter into force as soon as possible. The 2024 Budget Bill was submitted to the President for signature on January 25. The president has seven days to sign it. It can also ask the Constitutional Court to assess whether its provisions are in accordance with the Constitution. The Board has a maximum of two months from the date of submission of the request to make a decision.
The Budget Law for 2024 assumes that the deficit will not exceed PLN 184 billion, and the deficit in European funds is set at PLN 32.5 billion. The justification for the law indicated that, taking into account the financial plans of other units in the public financial sector, the expected deficit of the financial sector – according to the EU methodology – will be 5.1% this year. GDP.
State revenues are expected to reach almost PLN 682.4 billion, including tax revenues of almost PLN 603.9 billion. The set spending limit for this year is almost PLN 866.4 billion.
Hołownia claims that Tusk says: “I check it”
Marshal Hołownia was asked by journalists on Wednesday about Prime Minister Donald Tusk’s words about shortening the term of the Sejm.
In politics you say different things, sometimes you say them to say to the political opponent with whom you are sitting at the table: I control it. And this is exactly the message: I check it
– Hołownia replied.
If you want to make a mess, intensify the chaos, wonder what the Poles decided on October 15, what do you propose instead?
– said Hołownia.
Because you can talk to yourself, but I check: okay, what then? Shall we hand out the cards again? Do we call people to the polls? Why? You are able to take this responsibility and say to the people: listen, because I don’t like this coalition, I am throwing away the budget, let it go to Mrs. Julia, we will call Mrs. Julia and somehow everything will be fine. , there will be two more months of fuel for the election campaign
– he continued.
He emphasized that this kind of calculation is the “dirty politics” that people were fed up with and therefore went to the October 15 elections with so much energy.
This is very dangerous territory for Mr President, and Prime Minister Tusk has simply – I have the impression, I have not spoken to him about it – shown him the real consequences of his rhetorical hesitations.
– he said.
I am not convinced that there will be elections in the near future because I have spoken to the President about it many times and I have the impression that we agreed that if anyone wanted to organize or provoke early elections today, he would commit political acts. suicide.
– he said.
Signature of the President
Thursday is the constitutional deadline by which Andrzej Duda must sign the budget bill or refer it to the Constitutional Court. The chairman of the Sejm, Szymon Hołownia, was also asked about his decision and he replied: “Of course I expect the president to sign the bill.”
Hołownia assessed that the 2024 budget includes “a lot of good things for the citizens of the Republic of Poland”.
That is why I would not understand any political games surrounding this bill at all. This is not a budget for Tusk, this is not a budget for Hołownia. This is a budget for the people
– he said.
The Marshal emphasized that if the President sends the budget bill to the Constitutional Court, he should take into account a negative reaction from Poland.
People won’t understand this. The president has a history of making very unpopular decisions lately, so I think this bad streak is now behind us
– said Hołownia.
Wage increases
On Wednesday, Kosiniak-Kamysz also drew attention to the issue of wage increases for some professions.
To make the increases as quickly as possible: 30%. for teachers 20 percent for the budget sphere, including the army, police, border guard and state fire brigade. We want to launch as quickly as possible the programs that have been adopted, for example the in vitro program and the budget for the army, the largest historical budget for the army
– said the Deputy Prime Minister.
He emphasized that, contrary to what PiS announced, there were no cuts in defense spending.
The highest increases are for the military, much higher than the increases planned by our predecessors, an increase of approximately 67%. compared to what they had planned. I will focus on individual equipment for soldiers, but this requires the state budget, so we expect the budget to be passed, and we will always be fully ready for the elections.
– said the head of the Ministry of National Defense.
Does he take into account all the actions and plans of his predecessor? For example, last September the then head of the ministry, Mariusz Błaszczak, signed a regulation that was supposed to multiply the amount of allowance paid to soldiers protecting the state border. During the PiS cabinet, the ministry drew up a scheme based on a 150% increase in the allowance. up to 400 percent This meant that soldiers would receive 180 PLN for every full day they performed duties away from their permanent station.
