Azerbaijani President Ilham Aliyev’s proposal to conclude a peace agreement with Armenia without a mediator is “attractive” for both sides. The Azerbaijani leader, as he himself said, believes that there is no need for guarantors to fulfill the conditions of the peace agreement. The Armenian parliamentarian announced that various international organizations were established for this purpose.
“What do international platforms do? “To reinforce these guarantees first in the text, and then with actions deriving from the text,” Kocharyan emphasized.
He also noted that such guarantees must be backed by certain powers. As an example, he cited the initiatives of mediator countries to prevent escalation of the conflict in Karabakh in the autumn of 2020.
According to the legislator, third states supported the initiative to create a special system for monitoring the situation in the region. The parliamentarian said that this platform aims to prevent incidents in this region.
