The 2024 budget meets many demands of the election campaign and will support Poland’s economic security, MPs from KO, KP and New Left said during Thursday’s debate in the Sejm. The Confederacy drew attention to the record level of debt. PiS MPs do not participate in the debate.
Budget Act 2024
The first reading of the draft budget law for 2024 is underway in the Sejm. The budget revenues planned in the draft will amount to PLN 682.4 billion, expenditure should not exceed PLN 866.4 billion and the deficit should not exceed PLN 184 billion.
MPs from the ruling coalition announced the clubs’ support for next year’s budget.
MP Zbigniew Konwiński (KO) pointed out that the 2024 budget meets many demands put forward by the Civic Coalition during the election campaign. He added that the draft budget guaranteed increases for teachers and the public sector, which was KO’s demand.
We will introduce and introduce 30 percent. raise for teachers. Teachers who became the PiS government’s biggest enemy. Teachers did not agree to subordinate Polish schools to primitive, clumsy propaganda, they did not agree to distort history, they were a group particularly abused by the PiS authorities.
– said Konwiński.
Peter’s dark visions
Ryszard Petru (Poland 2050-Third Way) assessed that those in power are taking over Poland’s finances “in a very bad state”.
Not only is it extremely opaque, but it is also largely outside the control of parliament (…) with a huge deficit and huge debts
– he said.
He added that the deficit in public finances is 5.1% according to the EU methodology. GDP.
This is a dangerous level. Debt of the government sector 54.2 percent. GDP
– he said. Petru also argued that the current government would heal and restore public finances.
Paszyk on return to “normality”
Krzysztof Paszyk (PSL-Trzecia Droga) said that “today the time of patho-budget is over in Poland.”
We’re getting back to normal. After eight years, we return to restoring the proper importance of the state budget
– he said.
According to the MP, next year’s budget will “restore security for Polish women and men”.
First, it restores economic security to many millions of Poles – about 30%. increases for teachers, the public sector and 20 percent increases for officers of the Polish army and civilian employees of the army.
He added that the budget also guarantees food security, including: maintaining zero VAT on food and health care and demographic security by restoring the financing of the in vitro procedure from the state budget.
According to Tomasz Trela (New Left), the 2024 budget will ensure “real, real wage increases in the education sector, including kindergartens.”
This is also money for local governments. We know that PiS did not like local governments. We introduce a system solution. The subsidy, which will compensate for the lack of revenue in local governments, will be distributed fairly – this is what local government officials asked for
– he said. He pointed out that the budget includes money for 800+, 13th and 14th retirements.
Mentzen: There is no money in the budget for KO’s promises
Sławomir Mentzen (Confederation) said that the draft budget for 2024 is proof of how bad the situation is for the finances of the Polish State, as it proposes a record level of debt, a record level of deficits, record borrowing needs and a record level of expenditure. and the highest level of inflation in the entire European Union. He pointed out that the planned abolition of the Belka tax and the tax-free amount of PLN 60,000 are not included in the budget. PLN, which was promised by the parties that are part of the current ruling coalition during the election campaign.
Debate without the participation of PiS MPs
Just before the debate began, PiS MPs left the plenary hall of the Sejm after the House rejected motions to adjourn and adjourn the session.
Will Poland return to the group of the fastest developing EU countries?
Presenting the draft budget, Finance Minister Andrzej Domański said that Poland would return to the group of the fastest developing EU countries, where it belongs. He also announced, among other things: working on the reform of local government finances.
It is worth recalling that according to Eurostat data, Poland’s GDP grew almost the fastest in Europe in the third quarter of 2023. Of the 27 EU member states, 10 countries recorded a decline in GDP. Among them Germany: During the year, the German economy shrank by 0.4%.
Poland was among the countries that recorded annual GDP growth. During the year, Poland’s GDP increased by 0.6%. So the question arises: how can Poland return to the group of the fastest developing EU countries if it is already in this group?
According to the substantiation of the 2024 draft budget law, the government assumes that GDP growth will be 3% next year. The reasons for the acceleration of economic growth included an increase in the dynamics of private consumption and a further increase in investment. The average annual inflation rate was assumed to be 6.6% in 2024.
According to the project, budget revenues for 2024 were planned at almost PLN 682.4 billion. The project assumed that tax revenues would amount to almost PLN 603.9 billion, while this year’s budget was planned at PLN 536.8 billion. VAT revenues for 2024 are expected to exceed PLN 316.4 billion (this year – PLN 272.9 billion), while personal tax revenues will amount to PLN 109.2 billion (this year – PLN 83.5 billion) . CIT revenues for 2024 are expected to be just over PLN 70 billion (PLN 77.6 billion this year). Excise duties are expected to generate almost PLN 89 billion next year (PLN 83.8 billion in 2023). The tax on financial institutions is expected to generate PLN 6.25 billion in 2024 (almost PLN 6 billion in 2023). The tax on retail sales is expected to raise PLN 4.63 billion, and on the extraction of certain mines PLN 3.7 billion.
