This is a very serious attempt to attack private property. Therefore, our role is to try to clarify who is behind the wind farm bill, the head of MEiN, Krzysztof Szczucki, said on Polskie Radio 24 when asked about the idea of setting up an investigative committee on the matter.
Commission of Inquiry into “lex Kloska”?
On November 28, the group of MPs from Poland 2050-TD and KO submitted to the Sejm a draft amendment to the Law on Support to Energy Consumers, extending the energy price freeze until June 30, 2024; the project also includes provisions to liberalize the construction of wind farms and wind turbines in Poland.
Prime Minister Mateusz Morawiecki referred to this project at a press conference on Monday, saying it was “one of the biggest legal failures of the last thirty years”.
That is why we demand an investigative committee to find out who introduced these provisions in “lex Kloska” (after the name of the Polish 2050 MP Paulina Hennig-Kloska – PAP)
– said the Prime Minister.

“‘Serious attempted attack on private property’
Referring to this idea, Minister Szczucki emphasized: “This is our role, to draw attention to problems and risks.”
And in this case a very serious attempt to attack private property and the freedom to decide what is in our immediate environment
– he pointed out.
The PiS politician pointed out that questions arise as to whether the authors of this project are parliamentarians or lobbyists and interest groups.
Our role is to seek clarification: an application to the CBA, to the public prosecutor’s office and now an application to establish a commission of inquiry
– added.
Szczucki also ruled that the parliamentary majority would have the chance to “tell the public if they have something to be ashamed of, if they have something to hide, or if they are open to explaining how this bad bill came about .”
“We need to check whether the bill was written by MPs.”
The head of MEiN also expressed the belief that the so-called wind farm bill project was written by lobbyists. As he noted, more and more information on this topic is appearing in the media.
We need to check whether the law was written by the MPs who signed it, and if not, whether it was drafted in the PO parliamentary club, Poland 2050, and if not, then we need to dig further. I don’t think it was written by MPs, or made in a club, or written by lobbyists. Therefore, it is necessary to determine exactly who and what was the purpose of this project: who was supposed to make money from it, who acted as an intermediary between lobbyists and politicians. We should keep in mind whether further regulations or projects are created in this area aimed at satisfying other interest groups
– Szczucki noted.
As he noted, if someone is registered as a lobbyist, a representative of an interest group “and openly comes to a meeting of a parliamentary committee or parliamentary group and expresses his or her opinion under his or her name, surname and the name of the organization, this is an acceptable action in the democratic process.”
However, here we are dealing with a different situation, a situation behind the scenes. (…) Someone tried to circumvent the regulations and mislead Poland
– added the minister.
The president will not be blackmailed
When asked how President Andrzej Duda would react if such a bill were presented to him, Szczucki said he did not think the president would sign the bill in its current wording. He also indicated that he could take the matter to the Constitutional Court, challenging the provisions that he believes are contrary to the Constitution.
Certainly (President Duda) is not a man who will allow Poland 2050, PO to be blackmailed and who will not sign a bill that will be a bad law for the Poles
– assured the head of MEiN.

Revenge coalition games
Szczucki was also asked about the ideas of the current opposition, which, after taking power, wants to dismiss the National Prosecutor through resolutions or make changes in the public media and the CBA.
There will certainly be some illegal actions, such as attacks on various public institutions, just because they are not led by people associated with PO. These will be resolutions; likely resolutions dismissing and replacing members of the National Media Council – which are contrary to the law as it provides for term of office
– Szczucki noticed.
We are parliamentarians and politicians who are constructive and we will strive by all possible and permissible means to ensure that such resolutions have no consequences.

Secondly, if necessary, we will appeal and challenge such resolutions through procedures. We will make this known and use all possible means permitted by law to question such actions
– added the minister.
Szczucki noted that PiS politicians would not block access to the Sejm or “transport MPs in suitcases and do everything PO did.”
But we will work effectively to preserve the rule of law in Poland
– he emphasized.
They would like to organize such games for us. Moreover, I do not rule out that sooner or later some services, some police officers, perhaps hired strongmen, will be sent by the revenge coalition to one institution or another and that an attempt will be made to elevate judges and presidents – like I said – just because they don’t obey Donald Tusk
– noted the head of MEiN.
They mainly want to offer these games to Poland because the Platform already sees that it will not keep its promises.
