Already in the previous parliamentary term, Polish MP Paulina Hennig-Kloska tried to pass a bill for 2050 that included a proposal to reduce the distance between the construction of wind turbines and buildings. This concerns the ‘draft bill: amendment to the Investments in Wind Farms Act and the Spatial Planning and Development Act’ of November 21, 2022
German wind turbines are subject to the energy price freeze law
Paulina Hennig-Kloska, mentioned as a potential future Minister of Climate and Environment, has become a symbol of the so-called wind farm bill, which she presented together with the deputy head of the PO, MP Borys Budka, at a press conference in the Sejm. Although the project presented on November 28 aimed to freeze the prices of electricity, gas and heat for households and sensitive entities until June next year, it contains provisions that – as PiS politicians warn – look as if they were not written by parliamentarians , but by industry lobbyists, windmill. Minister Krzysztof Szczucki, together with parliamentarians Joanna Lichocka and Janusz Kowalski, has submitted a notification to the Public Prosecutor’s Office in this case.
“MP Paulina Hennig-Kloska became the face of the project. Firstly, in an interview with Radio Zet last Friday, she explained with disarming honesty that the authors of this idea were aware that the value of Orlen’s assets could decrease (this actually happened – after information in the media about the draft law , the company shares fell by 5 PLN 5 billion).
Yesterday, in an interview with the Polish Press Agency, Paulina Hennig-Kloska announced a “clarification” of the project, arguing that the authors’ intentions had been “misunderstood”. Why did the law to freeze energy prices include a provision that gave the impression of an attempt to save the German company Siemens? According to the Polish 2050-TD MP, PO Vice President Borys Budka was concerned about this.

““Lex Kloska” – prologue
Did Budka also feel ‘concerned’ about the fate of Siemens a year ago? Not necessarily, at least he was not on the list of applicants for the ‘draft bill: amending the law on investments in the field of wind farms and the law on spatial planning and development’, submitted to the then chairman of the Sejm, Elżbieta Witek . , on November 21, 2022.
Instead, there was an MP from Poland in 2050, Paulina Hennig-Kloska, who was authorized by a group of parliamentarians to represent the applicants. The content of the project is difficult to explain by alleged pressure from a colleague from a larger party, because he did not even participate in the initiative at the time.
What can we find in the project available on the website of the Sejm of the 9th semester? Form No. 2941? Among other things… a provision calling for reducing the distance of wind turbines to a maximum of 300 meters from buildings.
So perhaps, given the enthusiasm of the members of the new parliamentary majority, and also of the Confederation, to establish commissions of inquiry, Law and Justice should also call for the creation of a commission that would investigate the issue of the wind farm law and how this could be investigated. Is it possible that under cover of a legitimate demand to freeze energy prices? Were there any entries that were quite dangerous?
