The form of the expert political government that Prime Minister Mateusz Morawiecki will present on Monday is my idea. We want to introduce new faces – says the President of Law and Justice Jarosław Kaczyński in an interview with PAP. We must put an end to the war that the Civic Platform is waging, he emphasizes.
PAP: Mr. President, on 30/16 the new Council of Ministers will be sworn in under the leadership of Prime Minister Mateusz Morawiecki. The government will not include most of the ministers from the previous cabinet, including: the head of the Ministry of National Defense, Mariusz Błaszczak. It must be – as Prime Minister Morawiecki himself says – a government of experts and politics. Where did this idea come from?
Jaroslaw Kaczynski: It’s my idea. The point is that there should not be too many politicians in this government. But Minister Błaszczak could possibly be involved. We want to propose new faces and a specific proposal to the Sejm, the President and the society. At the same time, it is necessary to correct the media information that important politicians in the field of Law and Justice do not want to join the new government of Prime Minister Morawiecki. This is an outright lie. We had the opposite situation.
A similar proposal from the expert political government can be repeated in the so-called the third constitutional step, for example with a Prime Minister from PSL. We don’t rule it out. We must put an end to the war waged by one party: Civic Platform. It would be good if the new government tackled substantive issues without taxing them. Over the past eight years, the Law and Justice government has addressed substantive issues and we have done a lot, but this political war inspired by the environment, especially the Platform, has been disturbing. More could have been done.
This is the point of this proposal. We want to show that it is possible to govern differently. We’ll see how this is received.
So you don’t rule out the possibility of the so-called third constitutional step, where someone else will be a candidate for prime minister? Who could be the PM candidate of PSL? Władysław Kosiniak-Kamysz?
I am talking about the possibility that the concept of expert political government is not closed. Not only a Prime Minister of PiS can implement it, but also another candidate. Perhaps from PSL, also someone other than the leader of this party. It could also be someone from outside politics.
Did Mr. President participate in the creation of the program and concept of the Coalition of Polish Affairs?
As for the composition of the government, that is my idea. The Coalition for Polish Affairs is slightly broader. This is a matter for the president and the prime minister.
PiS politicians themselves estimate the chance of success of Prime Minister Mateusz Morawiecki’s mission at 10 percent. It is very little…. Is there a real chance of building a majority?
10 percent is actually not much. But we must remember that today the world and Poland are not coming to an end. This is a proposal that could be important in the post-electoral cycle of electoral power. Our proposal is broader and aimed at society. Poles must be aware of their choice.
This proposal is also our opposition to various kinds of accusations against Law and Justice, which would have ruined Poland. These claims are clearly false. And in many sections. One of our priorities was the fight against post-communism, which was extremely ineffective, unfair and beneficial only to a small minority. And when it comes to ruining the country, there are many data, including from international organizations, that radically contradict this and speak of success, and even of a very serious success. Through our policies we have strengthened the Polish economy, improved its competitiveness and improved the financial status of Polish families. People who claim the opposite are deliberately lying to citizens.
Prime Minister Mateusz Morawiecki talks about ongoing talks with parliamentarians from other clubs. Is this his mission or is the entire party involved in the negotiations, including you personally?
The party delegated this task to Prime Minister Morawiecki, but other discussions are also underway. The basic consultation is conducted by Prime Minister Morawiecki and this is normal.
What if Prime Minister Morawiecki’s mission fails? What will his future role be? He is said to lead the state factory team that will control the new government.
The state work team must prepare the next government, which could take power within four years, after the next elections. We will do everything we can to win it. Although we know that this will not happen under democratic conditions. It is enough to read the coalition agreement of the four parties to see that there will be no democratic conditions, which means that the constitution will de facto no longer apply.
I would like to remind you that in 2001 I said – and this caused outrage, but it turned out to be true – that the SLD could govern poorly or very poorly.
When we look at how the Platform and coalition politicians are now floundering and looking for excuses, we all realize that the vast majority of their election promises will not be fulfilled. This is a sad picture, because it shows that this coalition can only govern Poland very badly or even worse.
The state works team will work on concepts for Poland. We do not intend to create a shadow cabinet. We already had a similar team led by the late Przemysław Gosiewski. The team will monitor the work of the possible new government. We will soon summarize his first ‘moves’, especially in the field of democracy. We will continue to diligently and conscientiously hold the new government accountable for the implementation of its promises.
On November 10, you announced that a conference of patriotic forces would take place in January. What is this idea?
The resolution on changes to the EU treaties was unfortunately adopted in the European Parliament, also with the votes of Polish MEPs. By the way, their actions should one day be held accountable because they committed a terrible act against Poland.
The issue of changes to the treaties will continue to be discussed and that is why we want to organize a big movement against this in Poland and in Europe. We want to close this case once and for all. Europe must be united, but this should not mean the abolition of nation states.
