Three years ago, ships had to dock here,” he said. Ridiculous is an understatement!

On Thursday, Tusk met with the residents of Elbląg. During his speech he referred to the issue of cutting the Vistula Spit and access to the port of Elbląg for large ships.
I treat the issue of the port and the excavation as a test of truthfulness, reliability, honesty in dialogue and decision-making. I remember exactly the beginning of this idea – I was cautious, not to say skeptical (…) Then the voices of opponents appeared, for various reasons – that costs, ecology, unnecessary competition for other ports… You showed extraordinary consistency, patience and fairness in Elbląg arguments

It took us a long time to convince ourselves. These were hard discussions, not rally speeches that someone wanted to brag about because they happened to be in Elbląg, and were clearly in favor, and then did nothing about it. What you did here, when you convinced, and I was prime minister, we adopted this program in 2014 and the excavation and port in Elbląg (…) should be completed in 2020 according to this plan. Three years ago ships would dock here; Elbląg would have been making money from the port for three years – Elbląg, not PiS or any other ruling party

According to him, the PiS government organized a ‘propaganda circus’ around the excavation issue.
So many important things; first of all, your hard work, your hopes, your dreams that Elbląg will get such a real development boost – and then billions of zlotys, not millions – billions; After all, it wasn’t PiS (…) it was your money, the taxpayers. (…) And even when they had already built it, although strangely they spent twice as much money as our plans indicated, in the end they said that they would not finish it, because it would be theirs and not Elbląg’s.

You can build the trench that you have all been waiting for (…), leave this 900 meters and leave Elbląg in a situation where it now has to fight for itself, even though the laws and everything else tells the state to finish it and the state is responsible for this road access to the port

What’s the point if you can’t sail to Elbląg?

Either there is something for us, or we take something – then they are quite efficient, or there is something for the people, without full control from Kaczyński – then no, it will not happen. There will be no completed excavation, no European money, no completed investments…

Przekop and Elblag
The Vistula Spit excavation opened in September last year. There is a dispute between the ministries of assets and infrastructure and the local government of Elbląg over who should deepen the 800-meter waterway on the river, which ends directly in Elbląg port. The local government of Elbląg and the company that manages the port believe that the disputed section should be deepened by the Ministry of Finance and the investor: the Maritime Office in Gdynia. The government and the Maritime Office in Gdynia indicate that this is the task of the port management, which is currently a municipal company.
A few months ago, the Ministries of Infrastructure and State Properties turned to the local government of Elbląg with a proposal to recapitalize the municipal company that manages the port. The ministries want to transfer up to PLN 100 million – in exchange for a majority stake in the company – and thus subsidize the necessary development investments in the port. The government’s proposal to recapitalize the port in Elbląg with an amount of up to PLN 100 million is still valid, Deputy Minister of State Assets Andrzej Śliwka told PAP at the end of August.
The total length of the waterway from the Bay of Gdańsk through the Vistula Lagoon to Elbląg is almost 23 kilometers, including the passage through the Vistula Lagoon itself is just over 10 kilometers, the Elbląg River also over 10 km, and the remaining approximately 2.5 km is the section that will consist of a lock, an outer harbor and a mooring. The canal and the entire waterway will ultimately be 5 meters deep.
