Recently, there has been a difference of opinion between the mayor of Benidorm, Mr. Pérez, and the SPTCV administration, which I also carry out, regarding the acceptance of the works of the Benidorm Cultural Center (CCB).
In order to clarify SPTCV’s position, I convey to the Benidorm public the following information and explanations regarding our position.
CCB started with an agreement between Govern de Camps and Benidorm City Council in 2005 with a budget of 45 million euros. In 2008 Consell de Camps abandoned the work and transformed the area into the largest center of urban degradation in Benidorm. In 2016, President Ximo Puig decided to restart the work of the CCB, which has been requested by numerous economic, social and cultural groups in the city. As a key legal element, a new Agreement was signed between Benidorm City Council and SPTCV. In it, it was determined that SPTCV will carry out the work planned for Phase I and the City Council will face VAT payment. This Agreement was the result of a negotiation between the parties.
The works completed financially at the end of last year, the completion of the works and the announcement of the new construction in the first months of the 22nd, have been completed.
Benidorm City Council is aware and aware of all this. And he knows his responsibilities: to undertake the VAT, arrange what is necessary to ensure the furniture, maintenance, cleaning and urbanization of adjacent streets.
To prepare the acceptance of work, by mutual agreement, a Joint Commission of SPTCV and City Council technicians was formed, the purpose of which was clear: to determine the final document to be signed in a notary, which should include the delivery of the building. , the final amount of VAT payable and other obligations of the parties.
The mayor of SPTCV for weeks, Mr. Pérez was asked to convene this Commission so that the study could be received. He didn’t answer. Concern at SPTCV was growing, considering that a 12,000 m2 project could not be completed without use, surveillance or maintenance as it is a safe target for occasional or deliberate damage. There was even a damaging water outage in April, last Saturday someone broke the glass door… and things will continue to happen if it’s not removed.
That is why it was decided that this concern should be made public last Monday at the CCB, causing an angry response from the mayor, who called an incomprehensible “meeting” with municipal groups, conservatory directors, mayors to “give the keys”. technicians, media. Not all guests came. Can someone really think of the way to redirect this issue? For What To say the job couldn’t be taken because there were leaks caused by the delay in Retrieval? until when? Isn’t it more logical, like any legal business, to correct the last document among the technicians and take it to the notary? Our position today and according to the knowledge of the city of Benidorm is:

SPTCV continues to repair damage that has occurred and will continue to occur as long as the job is not delivered. The repair of these damages is guaranteed by the collateral of the work that may be requested in your case or by others. However, in order to minimize the risk, he took insurance and surveillance services on his own when he was not responsible.
CCB is an invaluable asset for the social, cultural and economic development of the city of Benidorm. And it will be even more so if it is possible to agree with all the social and economic forces of Benidorm on the nature of the final phase, which after taking the first phase could create an economic boost that develops the tourism sector in Benidorm. .
