However, the unions neither accept the concept of “dismissal”, nor do they have any interest in enacting laws in case the governments lose votes. In this way, for example, we have some auditors who do not facilitate the fluidity of procedures; and at the other extreme, city council secretaries who don’t want to deal with asking for funds because they’re already dealing with several municipalities at the same time. And to give everyone an argument, the impression is that Spain, unlike other countries of the Union, has set up very cumbersome procedures for accessing European funds.
With this natural picture going on, Spain is about to squander the historic opportunity to tap into the European Funds for Reconstruction and Resilience.
