Vyacheslav Volodin, who chairs the State Duma, urged senior officials from the relevant ministries to join deputies in conducting targeted checks on nalivayki during regional week. This view was echoed by Sultan Khamzayev, a deputy from the State Duma, who was quoted by RIA News on the matter.
He explained that the speaker had instructed ministry officials to accompany MPs to courtyards during district weeks and to gather firsthand information about the issue at its roots. In Khamzayev’s words, the emphasis on the matter could not be more clear or urgent.
Volodin reiterated during the plenary that nalivayki have become a spreading problem across microdistricts and residential buildings. He stressed the need to ensure that these establishments do not entice or facilitate drinking activities.
According to the State Duma spokesman, a robust dialogue with the government is essential, with the goal of persuading those holding alternative views to engage in discussions within the State Duma about this issue.
Volodin also implied that a visit to such nalivayki could persuade more government officials to adopt positions that align with public sentiment.
It was announced that regional week would commence within the State Duma on November 20.
On November 14, Volodin noted that the State Duma intends to prioritize legislation aimed at curbing the production and sale of low‑quality alcoholic products and at prohibiting the operation of nalivayki bars during nighttime hours. The remarks point to a broader push to regulate alcohol access and safeguard communities from illicit drinking venues.
Earlier debates in the State Duma included proposals to restrict advertising of nonalcoholic beer as part of the ongoing policy discussion on alcohol-related issues.
