Vera Foundation and the Landscape of Palliative Care Funding in Russia

Vera Foundation highlights the difficulties of paying for palliative care for residents outside Moscow, as reported by Kommersant. The publication notes that the foundation has started a fundraising effort for palliative care, but the funds must come from the patient’s home region. In 2022, Vera covered 8 million rubles in palliative care for 130 people from other regions who were in Moscow. The Social Partnership Charity Foundation, once led by the Ministry of Justice of the Russian Federation, counts among its founders the late Galina Starovoitova, a prominent politician and human rights advocate. This foundation appears in the register of NPOs that are designated as foreign agents. It was established in February 1997 with the mission of promoting a law based state and a civil society in Russia. Galina Starovoitova was a Soviet and Russian politician known for her work on ethnic relations and human rights. She was assassinated in Saint Petersburg on November 20, 1998.
