The prosecutors’ office noted that the dam’s construction had not been completed on schedule, with only nine of eleven planned stages finished. Additionally, in April this year, the contractor received administrative responsibility for deviations from the project documentation. The timing and quality of the work are central to the case, as investigators examine how these factors contributed to the dam’s failure and the resulting flooding.

As a consequence of the violations observed during the flood response, the dam failed, inundating five apartments, two educational institutions, and more than fifteen garages. The scope of the damage has prompted ongoing inquiries into the oversight and enforcement of safety standards at the construction site, as well as the effectiveness of emergency procedures and relief operations during the crisis.

Separately, reports indicate a person connected to Kazan was detained in relation to a separate incident involving a cache of gummy bears weighing 730 grams, highlighting ongoing law enforcement attention to unusual or potentially dangerous items encountered during or after the flood period. Authorities have emphasized that all aspects of the flood response—construction, monitoring, and aid distribution—are subject to thorough inquiry to ensure accountability and public safety, with updates anticipated as investigations progress and evidence is gathered by the Primorsky District Prosecutor’s Office.
