Among the practical recommendations is the idea of assembling an “alarm bag” that includes key personal documents, a mask or respirator, a change of clothes and footwear, wet wipes, and modest supplies of water and food. These items are meant to help individuals stay safer in the immediate aftermath and during possible shelter-in-place periods while authorities manage the incident and communicate the evolving situation.

One former adviser to the president of Rosenergoatom suggested that Kyiv might target the plant during heightened tensions, implying a specific warhead delivery method.
