St. Petersburg law enforcement authorities expanded their oversight to rooftop areas, examining residential structures and drafting administrative protocols for roof workers, according to the press office of the Main Directorate of the Ministry of Internal Affairs for St. Petersburg and the surrounding region.

Over the course of last week, police teams carried out checks in the city center, focusing on rooftop excursions and guided tours offered to visitors. Several options were identified with prices around 1,000 rubles, and some participants attempted such activities independently, without formal arrangements.

The investigation revealed that many visitors were invited to rooftops along major avenues such as Nevsky Prospekt, Ligovsky Avenue, Rubinstein Street, and Pushkinskaya Street, where guides led groups across elevated spaces.

As a result, Ministry of Internal Affairs officers prepared administrative protocols under Article 14 of the Code of Administrative Offenses for roof-guides. In total, twenty individuals faced penalties during this round of checks.

Officials noted that the activities of such rooftop guides could fall under Article 238 of the Criminal Code of the Russian Federation, which covers the provision of services that fail to meet safety or health standards for consumers. Consequently, the police materials were forwarded to investigative authorities to determine whether criminal cases should be opened (Source: Main Directorate of the Ministry of Internal Affairs for St. Petersburg and the region).

A video released in March depicted two teenagers atop the tower of a Lutheran cathedral in St. Petersburg, highlighting the risks associated with rooftop exploration and the potential legal consequences for those involved.
