Earlier, a regional emergency regime had already been declared in several districts and urban areas within Primorsky Territory, including Ussuriysk and Lesozavodsky urban districts, Spassk-Dalniy urban district, and the Anuchinsky, Krasnoarmeysky, Oktyabrsky, Pogranichny, Khorolsky, Chernigov, Chuguevsky, Yakovlevsky municipal districts, as well as Dalnerechensky and Mikhaylovsky districts, among others. The declaration highlighted the breadth of the disruption caused by heavy rainfall and its potential to affect critical services and transportation networks across the region.

In cumulative effects, reports describe how heavy rains have cut off communications with 42 settlements in Primorsky Territory. The disruption underscores the importance of swift emergency measures, including restoration work, public safety advisories, and the allocation of regional resources to support affected communities and maintain connectivity where possible.
