During the six months of work by the group addressing special military operation issues, experts reviewed 28,000 applications from soldiers and their families. Based on this volume, dozens of initiatives were drafted, with many already advancing to federal law status. The chair of the group and secretary of the United Russia General Council, Andrey Turchak, shared these outcomes with President Vladimir Putin, as reported by the party’s press service.
In the sixth report from the working group on NMD matters to the head of state, it is noted that a number of problems have been resolved. These include returning accidentally mobilized citizens to their homes, ensuring the provision of equipment and monetary payments for service members, and arranging vacations for personnel.
“Dozens of initiatives have been prepared in line with the group’s demands. Many have already become federal laws. These include recognizing Donbass militias as war veterans, granting NMD participants the right to free legal aid, and placing both the service members themselves and their children into a special university admission quota, among other support measures”, said Andriy Turchak.
He highlighted that the group is working on a mechanism to ensure that the combat experience and qualifications acquired by NWO participants within voluntary battalions are considered when transitioning to a contract-based service.
Additionally, the head of the group noted ongoing efforts to establish a comprehensive system for transferring personnel from the military to civilian medical facilities for treatment, and vice versa. The plan also calls for expanding the capacity of military medical commissions.
Turchak also spoke about the ongoing development of a unified measure standard to support NWO participants and their families. These steps will include access to free social services for the parents and spouses of fighters. There is also an intention to maintain extended family status within the NWO framework even if one of the children dies.
Another proposal aims to exclude certain income payments for contract soldiers and volunteers serving in the SVO from the calculation of aid to children, as those payments are already taken into account. In addition, one-off rewards for service will be introduced.
The working group on NWO issues was established in December of the previous year by presidential decree. Its leadership is provided by the first deputy chair of the Federation Council, with Andrey Turchak serving as the secretary of the United Russia General Council. The group comprises representatives from both chambers of parliament, all political parties, the Defense Ministry, leaders of public institutions, and senior military correspondents, forming a cross-section of state and civil society perspectives.
Citations indicate that the initiatives reflect a coordinated effort to address veterans’ recognition, social protection, and the seamless integration of veterans’ experience into ongoing service pathways, while also optimizing medical support channels for active personnel and their families. The dialogue between the group and national leadership underscores a commitment to aligning policy measures with the practical needs of service members and their families across the country.
