The working group focused on NEE matters is advancing a series of legislative initiatives. This update came from the head of the group, Andrey Turchak, who serves as secretary of the General Council of United Russia, during an off-site meeting held at a military unit in the Krasnodar Territory. According to the party’s website, a report detailing these initiatives will be submitted to President Vladimir Putin on March 17.
The group is drafting a law to terminate the obligation to lend money to the parents of those who died while serving on the front lines. At present, this obligation exists only if the joint borrower is a spouse or underage children. A second initiative seeks to clarify the rules governing the repayment of military mortgages in the event of a combatant’s death. The group notes that it receives a large volume of similar inquiries.
Another issue highlighted by the working group concerns families of internal affairs agency employees who, while registered for housing during service and after retirement, lose their housing rights if the employee dies in the Northern Military District.
Turchak stated that the draft law addressing this concern has been prepared and is in the final approval stage.
In order to strengthen protections for the employment rights of SVO participants during their service, the working group proposes creating a legal framework for terminating fixed-term contracts with such personnel, comparable to the procedures already in place for pregnant women and certain other groups under decree terms.
The group also suggests adding allowances to the legislative monetary stipend for conscripts serving in regions rated at maximum and high intervention levels. Specifically, attention is drawn to front-line areas including Belgorod, Bryansk, Kursk, and several other regions. It is noted that a similar approach has already been implemented for conscripts serving in the Chechen Republic, as explained by Turchak.
Additionally, the report to be presented to the president will include a proposal to designate July 1 as Veterans Day.
