According to officials, the incident at the Kamensk-Ural Trade and Service College involved a 31-year-old teacher who allegedly subjected a student to drills, combat training, and special tactics exercises, compelling the pupil to kneel in a classroom corner as punishment. It is also reported that the same instructor previously struck another student with a belt. Legal representatives for some of the victims say the teacher tried to compel students to purchase video games for holidays.

Earlier this year, Bastrykin requested a similar account from St. Petersburg authorities following the discovery of a naked child in that city. The current case has prompted renewed calls for transparency and a careful review of safeguarding measures within educational institutions across the region. The Investigative Committee emphasizes that the ongoing inquiry will determine whether the actions described amount to criminal misconduct or unprofessional conduct under applicable educational and criminal legislation, with findings to be shared with the public and relevant supervisory bodies as appropriate.
