EU Energy Security and Decarbonisation Drive Ahead of COP27

Europe shows leadership and ambition, yet there is a clear demand for flexibility in the near term. Some nations are again relying more on coal and gas, a move that is understood as temporary for energy security rather than a long-term strategy. The message to EU partners is simple: stability now, while bold steps continue toward a cleaner energy future.

At the upcoming COP27 climate summit in Sharm el-Sheikh, Egypt, the Twenty-Seven plan to finalize a text that defines their common stance. Ministers are still in the midst of open discussions, ensuring that every voice within the bloc has a chance to shape the agreed position ahead of the gathering in November.

In this context, Energy Commissioner Ribera stressed that Europe must articulate a clear path: accelerate the transformation of the economy to reach decarbonisation while positioning the bloc in a safer, more stable energy landscape. The aim is to show resilience against shocks and to reduce exposure to external supply risks through rapid, measurable progress in renewables, efficiency, and market reforms.

The dialogue centers on strengthening the EU’s energy security in the wake of the Russian invasion of Ukraine and the resulting energy crunch. By advancing decarbonisation and diversifying energy sources, the Union seeks to mitigate fragility and build a robust, future-proof system that can withstand geopolitical and market volatility.

Following Monday’s ministers’ meeting, Ribera will travel to Luxembourg on Tuesday to join a fresh EU energy ministers’ session. They will push forward the technical work behind Brussels’ latest energy-market response measures, building on the political momentum from last week’s Heads of State and Government summit to translate policy into practice across member states.
