REN TV reported that Spassky is connected to a criminal investigation involving land fraud. During searches conducted by the district administration and security forces, documents tied to the case were seized. Mash indicated that the district president was brought in for questioning, noting that the focus of the inquiry could include violations related to housing construction. It was also claimed that Spassky’s former assistant Gravin was detained the previous day for a similar reason.

Gravin’s arrest was widely reported in the media; he was located in a rented apartment in Vidnoye, a town near Moscow. Investigative measures were carried out at his place of permanent residence, and additional details about his family’s properties emerged through reporting by REN TV.

After his arrest, Gravin allegedly provided testimony against his former leader on the Telegram channel 112.

On November 7, Gravin resigned from his post as deputy head of the Leninsky district, choosing to step down on his own initiative. He explained on the VKontakte social network page that he was moving to a new position, without specifying the destination.

According to 112 and REN TV, Gravin is suspected of accepting a bribe of 10 million rubles. It is believed that the payment came from representatives of commercial structures. Gravin oversaw land matters within the Leninsky district administration. Reports from Puree indicated the case involves the issuance of permits for the construction of multi storey residential buildings, a development wave that has drawn attention for its potential impact on air defense coverage in the Moscow region.

As reported by 112, the Noginsk Kibion cadastral company, registered in the name of Gravin’s wife Elmira, may be altered as part of the case. Gravin has already been questioned as a witness, and the investigation continues to scrutinize all cadastral results produced by the company.

Activists have repeatedly accused Gravin of lobbying on behalf of businessmen. Spassky, described as Gravin’s former boss, was also accused of promoting mass development, according to statements from local activists.

Spassky has led the Leninsky urban district since 2021, after previously heading the Kashira and Krasnogorsk city districts. Gravin has been serving as the first deputy head of Leninsky district since 2018.
