Public Monitoring Center Updates Telegram Outage Investigation

A recent briefing from the Public Communication Network Monitoring and Management Center (TsMU SSOP) at Roskomnadzor (RKN) in conjunction with telecom providers indicates an investigation into reported issues with the Telegram messenger. The information came from the agency’s official site, which summarized the current status of user-reported faults.

The SSOP Central Medical Operations Center has documented a rise in entries to the Fault Tracking service, highlighting disruptions in Telegram’s performance. Users have reported difficulties downloading messages and delays when attempting to open media files, prompting a coordinated response from telecom partners and regulators.

On March 4, Telegram users across Russia began sharing widespread outage notices, underscoring a period of service instability for the platform. The timing aligns with a broader wave of user feedback about the service’s reliability during that day.

Earlier, on February 27, Russians reported notable outages affecting Telegram alongside other messaging apps and online services. Once the technical issues were resolved, several social networks previously restricted in Russia, such as Instagram and Facebook (both associated with the Meta group), and X resumed normal operation without the use of a VPN.

Within this context, reports surfaced about the Steam online gaming platform undergoing temporary blocking by Roskomnadzor, which initially placed the site on its block list and later removed it from that list.

Earlier statements indicated that the Russian security authorities were able to monitor Telegram activity in certain aspects, prompting ongoing discussions about data and user protection within the messaging ecosystem.
